SUBJECT: Management Employee group MOU for FY 1993/94
Based on your explanation to us of the status of the City's
negotiations and other matters the District management bargaining
unit amends our FY 93/94 request of 9/15/93 as follows:
Here are the items the Management group is requesting be changed in
our "Employee Handbook" by adoption of an MOU to be effective July
1, 1993.
1) The five current employees at July, 1993 are willing to
accept the City's new MIP plan for FY 93/94, by the change to
additional time off in lieu of cash payments. The time off
granted through the MIP would be added to Vacation and the
Vacation cap would be increased by the time added. This is a
change for FY 93/94 only, and we prefer,as the Board does,to
do away with this benefit and roll the costs into our salary
ranges.
2) Adjust the Management group pay ranges by a general
increase of 2.5% effective as at July 1, 1993. This percent
is particularly fair since it is less than the CPI change for
this year alone and no general increase has been made since
1991. This increase is consistent with that offered to the
CVWD General Employee group and is the percent offered as a
choice to City employees.
3) The benefit cuts or cost savings the Management group
support are:
• Discontinue the direct cash payment aspect of the MIP
program.
• Cap the employer paid health coverage at the new HMO rates.

4) We are pleased to see the District is embarking on a salary
survey to authenticate the current pay ranges for each of our
five jobs. This Study would take salaries and fringe benefits
into consideration so that total compensation would be
evaluated. We feel some ranges are correctly placed and some
are low compared to other utilities and other employers. It
is planned this study and recommendations to the Board could
be accomplished this fiscal year and we request any
recommended salary changes would be put into effect as of July
1, 1993.
5) We request that two new benefits be added for the
Management Group:
a) A Pre-paid Legal Service be added for estate and
family law services.
b) A Computer purchase Plan be adopted along the lines of
the plan administered by Irvine Ranch Water District.
We are prepared and anxious to discuss these items at your earliest
convenience. It is our goal that this be done soon, so you can
present a mutually acceptable MOU to the Board as quickly as
possible. This request is patterned after our understanding of the
City's plan therefore, we prefer not to wait for the City
management group to conclude their negotiations before we proceed.
We feel this proposal is.^ fair to the District and the five
employees involved and negations with the City group should not
override our MOU.
