SUBJECT: Approval of Memorandum of Understanding (San Juan Capistrano
Management Employees Association)
RECOMMENDATION:
Accept the Memorandum of Understanding between the City of San Juan Capistrano
and the San Juan Capistrano Management Employees Association.
SITUATION:
The City has been meeting and conferring with the San Juan Capistrano Management
Employees Association as required by the Meyers-Milias-Brown Act of the State of
California. The purpose of these negotiations has been to discuss wages, hours, and
other terms and conditions of employment. The outcome of this process constitutes the
provisions of a Memorandum of Understanding (M.O.U.) for the 1993-94 Fiscal Year. A
copy of this M.O.U. is attached.
Negotiations were conducted and agreement arrived at which is consistent with the
parameters established by the City Council. The agreement essentially provides for a
salary increase of 2% and a change from the Management Incentive Plan to a
Performance Incentive Program, which will offer an award of additional time off to
management employees upon sucessful completion of established goals, rather than a
cash award. This Performance Incentive Program compensation method of using
additional time off as incentive is for FY 93-94. The additional time off will be placed in
a leave category named Performance Leave.
For the purpose of clarifying which uses are covered under the Physical
Examination/Optional Benefit Plan, additional language has been prepared and
incorporated into the M.O.U.
The agreement constitutes an Increase of about 2.48 percent of salary or 1.80 percent
of total personnel costs.

FINANCIAL CONSIDERATIONS:
The compensation package Increase will constitute an additional cost to the City of
$18,668 for FY 93-94. These increased personnel costs were not identified In the
adopted 93-94 budget. The budget will be adjusted at mid-year to reflect the necessary
transfer of funds from General Fund reserves.
PUBLIC NOTIFICATION:
Not Applicable.
ALTERNATE ACTIONS:
1. Approve the Memorandum of Understanding between the City of San Juan
Capistrano and the San Juan Capistrano Management Employees Association.
2. Request additional information.
RECOMMENDATION:
By motion, accept the Memorandum of Understanding between the City of San Juan
Capistrano and the San Juan Capistrano Management Employees Association.
