WHEREAS, the District's General Manager and authorized representatives of the
District's Management Employees have met and conferred in good faith and have
reached a mutual understanding concerning certain Employer-Employee matters.
NOW, THEREFORE, it is mutually agreed by the duly authorized District and
Management Employee representatives that the following amendment be made to their
Memorandum of Understanding for the period of time commencing March 20, 1990
through June 30, 1990:
SECTION 1. RECOGNITION
Management Employees shall consist of permanent full-time employees in
the following classification:
Executive Management Class
Administrative Services Manager
District Engineer
Management Class
Controller
Field Superintendent
Executive Secretary
SECTION 2. SALARY
As a result of the District's Classification and Compensation study of the
position of Secretary to the General Manager, it was agreed that the position title
would be changed to Executive Secretary and that the salary would be reduced by 3.6%
effective March 20, 1990.

SECTION 3. CONTINUATION OF BENEFITS
All terms and conditions of employment for District Management Employees
previously agrred to and currently in effect shall remain in full force and effect for
fiscal year 1989-90, notwithstanding other provisions of this agreement.
SECTION 4. SEPARABILITY
agreed to independently, and no particular clause, condition, or agreement is contingent
or dependent upon any other; therefore, should any such clause condition, or agreement
be held to be void or unenforceable, the remainder of the terms and conditions of this
Memorandum shall remain in full force and effect.
SECTION 5. TERM OF MEMORANDUM
This Memorandum of Understanding shall be in effect from July 1, 1989 to June
30, 1990.

1989-90 MEMORANDUM OF UNDERSTANDING BETWEEN CAPISTRANO VALLEY WATER DISTRICT AND CAPISTRANO VALLEY WATER DISTRICT MANAGEMENT EMPLOYEES
WHEREAS, the District's General Manager and authorized representatives of the
District's Management Employees have met and conferred in good faith and have
reached a mutual understanding concerning certain Employer-Employee matters.
NOW, THEREFORE, it is mutually agreed by the duly authorized District and
Management Employee representatives that the following shall constitute their
Memorandum of Understanding for the period of time commencing July 1, 1989 through
June 30, 1990.
SECTION 1. RECOGNITION
Management Employees shall consist of permanent fuUtime employees in
the following classifications:
Executive Management Class
Administrative Services Manager District Engineer
Management Class
Controller Field Superintendent Secretary to the General Meinager
SECTION 2. SALARY
The District will provide a cost of living salary increase of six percent (6%)
to the Administrative Services Manager and to the District Engineer. However, as a
result of the Classification and Compensation Study recommendations, adjustments
needed to be made to some specific salary ranges. Due to these adjustments, the net
salary increases will be four percent (4%) to the Controller and Field Superintendent,
and three percent (3%) to the Secretary to the General Manager, effective July 1, 1989.

SECTION 3. HEALTH PLAN BENEFITS
During the term of this Agreement, the District will continue to pay the full
cost of employee and dependent Health Plan Benefits, now provided by the SCJPIA
Program as outlined in their Schedule of Benefits, implemented September 1, 1989.
SECTION 4. VISION PLAN BENEFITS
The District will pay the full cost of the employee and dependent Vision
Service Plan to be effective November 1, 1989. The plan will be Plan A, no deductible,
as provided by SCJPIA.
SECTION 5. ANNUAL PHYSICAL EXAMINATIONS
A. The District will arrange and pay for a comprehensive annual physical
examination for Executive Management employees.
B. The District will reimburse Management Employees up to $300.00 for
an annual physical examination obtained from a licensed physician.
SECTION 6. AUTOMOBILE ALLOWANCE/USE OF DISTRICT VEHICLE
The District Engineer and Field Superintendent will be provided a District
vehicle for conducting District business and commuting to and from work. The
Administrative Services Manager will be provided a monthly automobile allowance of
$170.00. The Controller will be provided a monthly automobile allowance of $40.00,
plus $0.21 per mile for miles driven on District business.
SECTION 7. WATER CHARGE
Effective November 1, 1989, the District will no longer provide water at no
charge to employees living within the District's service area. The District will pay a
one-time amount, equal to one year's estimated water consumption charges to the
employees affected by this change. This payment will be made by November 10, 1989.
