1986-87 MEMORANDUM OF UNDERSTANDING
between
CAPISTRANO VALLEY WATER DISTRICT
and
CAPISTRANO VALLEY WATER DISTRICT MANAGEMENT EMPLOYEES
WHEREAS, the District's General Manager and authorized representatives of the
District's Management Employees have met and conferred in good faith and have reached
a mutual understanding concerning certain Employer-Employee matters.
NOW, THEREFORE, it is mutually agreed by the duly authorized District and
Management Employee representatives that the following shall constitute their
Memorandum of Understanding:
1. SALARY
The District will provide a cost of living salary increase of 4.0% to all
management employees, effective July 1, 1986.
2. SALARY EQUITY ADJUSTMENTS
The District will adjust the salary ranges of the following
classifications by the amount shown:
Secretary to General Manager - 8% Increase
3. DENTAL PLAN BENEFITS
The District will pay the full cost of the current Travelers Insurance
Dental Plan for both the employee and dependents.
4. ADMINISTRATIVE LEAVE
Administrative leave shall remain at 64 hours per year, and each
Management Employee shall have the option of receiving pay for up to
40 of the 64 hours granted if leave hours remain at the end of a fiscal
year.

5. OPTIONAL BENEFIT PLAN
An optional benefit plan shall be implemented which allocates $200 to
each Management Employee as of July 1, 1986 which may be used for
the following wellness-related activities: Health club memberships,
exercise or other stress-reduction classes, weight loss or smoking
clinics, personal exercise equipment, or other uses not specifically
named herein which may be approved by the General Manager. The
employee shall state in writing his/her intended use of the funds and,
upon approval by the General Manager or his designee, shall present a
receipt for reimbursement or a bill for payment.
6. CONTINUATION OF BENEFITS
AU fringe benefits previously "granted and currently in effect to
represented employees shall remain in full force and effect for fiscal
year 1986-87, notwithstanding other provisions of this Memorandum.
7. SEPARABILITY
The provisions contained in this Memorandum have been bargained for
and agreed to independently and no particular clause, condition, or
agreement is contingent or dependent upon any other; therefore, should
any such clause, condition, or agreement be held to be void or
unenforceable, the remainder of the terms and conditions of this
Memorandum shall remain in full force and effect.

8. TERM OF MEMORANDUM
This Memorandum of Understanding shall be in effect from July 1, 1986
to June 30, 1987.
