Chamber of Commerce Tuesday, June 16, 2015 RE: Support-Agenda Item F-15 (Parking) Mayor Reeve & Members of the City Council: Before addressing the specific items, I would like to first thank the City for its valued interest in improving parking for the downtown businesses as well as visiting residents and tourists. City Staff has gone above and beyond to work with the Chamber, Mission and numerous downtown stakeholders over the course of many productive, collaborative meetings which led (in part) to today's Items. In addition, I would also like to thank and recognize Mission San Juan Capistrano for its funding of the (proposed) Valet parking program. With regard to the parking solutions, the Chamber is enthusiastically supportive of the proposed Valet operation and the Employee parking program. The Valet program, much like the recently launched Trolley, Is a community-driven, creative solution to a shared problem. While we DO have a parking problem, the larger issue is parking 'organization.' There are numerous spaces in the downtown that are under-used. The valet program will not only utilize one of those areas, it will actually increase Its capacity by stacking cars when needed. This should also have a positive impact on traffic reduction as It will result in fewer cars circling in search of parking. The Employee Permit program is another example of smart, efficient policy. Employees have been taking up key parking spaces in the Downtown for years. The City had two choices; either increase regulation and enhance penalties to discourage that practice, OR identify additional supplies of safe, convenient permitted areas where employees can be encouraged to park. This "supply side" solution was thoughtfully considered, fairly applied and should greatly assist in making sure our businesses and other downtown destinations have the parking they need for paying customers.
