ORDINANCE NO. 113
AN ORDINANCE OF THE CITY OF SAN JUAN
CAPISTRANO DEFINING A NUISANCE AND
DECLARING THAT UNNECESSARY, ANNOYING
AND DISCOMFORTING NOISES TO BE A NUISANCE
AND UNLAWFUL
SECTION 1. "Nuisance" defined. Anything which is injurious to health, or
indecent, or offensive to the senses, or obstructs the free use of, or endangers
property, so as to interfere with the comfortable enjoyment of any number of the
citizens of this City, of life, or property is a nuisance.
SECTION 2. Unnecessary, annoying, discomforting noises. It is hereby
declared to be a nuisance and it shall be unlawful to make, cause or suffer or permit
to be made or caused on any premises, any unnecessary noises or sounds which are
physically annoying to persons of ordinary sensitiveness or which are so harsh or
so prolonged or unnatural or unusual in their use, time or place as to occasion
physical discomfort.
SECTION 3. This ordinance shall take effect and he in force thirty (30) days
from and after its passage, and prior to the expiration of fifteen (15) days after
the passage thereof, this ordinance shall be published once in the Coastline Dispatch,
a newspaper printed in San Juan Capistrano, County of Orange, State of California,
together with the names of the members of the City Council voting thereon.

ORDINANCE NO. 114
AN ORDINANCE OF THE CITY OF SAN JUAN
CAPISTRANO AMENDING ORDINANCE NO. 43
BY REPEALING SECTION 2 THEREOF
The City Council of the City of San Juan Capistrano does hereby ordain as
follows:
SECTION 1. Purpose - The purpose of this ordinance is to include in Ordinance
No. 43 that section of the Orange County Ordinance, the restraint of animals, hereto-
fore deleted from the Orange County Ordinance when Ordinance No. 43 was adopted.
SECTION 2. Section 2 of Ordinance No. 43 is hereby repealed. f
SECTION 3. This ordinance is an ordinance for the immediate preservation of
the public peace, health and safety and the following is a declaration of the facts
constituting the urgency.
With the urbanization of the area the presence of unrestrained dogs has caused
problems that cannot be properly controlled without the adoption of the confinement
or restraint provisions of the Orange County Ordinance (being Section 41.027 of the
Codified Ordinances of the County of Orange).
SECTION 4. This ordinance shall take effect immediately and within fifteen (15)
days shall be published in the Coastline Dispatch, together with the names of the
City Councilmen voting for and against the same.
