ORDINANCE NO. 67
AN ORDINANCE AMENDING CITY ORDINANCE NO. 5
OF THE CITY OF SAN JUAN CAPISTRANO, CALIF-
ORNIA., BY INCORPORATING THEREIN CERTAIN
DISTRICT REGULATIONS GOVERNING R -P RESIDENTIAL
PROFESSIONAL DISTRICTS.
The City Council of the City of San Juan Capistrano does ordain as follows:
SECTION 1. That Ordinance No. 5 of the City of San Juan Capistrano governing
land classifications and Districts within the City of San Juan Capistrano and
regulating the use of property therein is hereby amended by adding sub -section M
to Section 3 thereof establishing District Regulations stipulating requirements
for areas zoned as follows:
M. R -P RESIDENTIAL -PROFESSIONAL DISTRICTS.
PURPOSE. To provide for a buffer zone between certain Estate and Residential
Districts, where terrain or other natural barriers, such as highways, parks or
green strips do not provide suitable buffers to separate such residential areas
from commercial or industrial uses.
SECTION 2.
A. USES PERMITTED
1. All uses permitted in the adjacent R-1 or Estate District.
2. The following professional offices:
a. Accountants
b. Attorneys
c. Doctors, Dentists, Optometrists, Oculists, Chiropractors, and others
licensed to practice healing arts by the State of California.
d. Engineers, Architects, Surveyors and Planners.
3. Advertising Agency Offices exclusive of outdoor advertising facilities and
shops.

4. Barber Shops and Beauty Parlors.
5. Economic Consultants.
6. Dispensing Pharmacies, selling only drugs and medicines by prescription.
7. Insurance Agents.
8. Studios for Interior Decorators, Photographers, Tailors, Seamstresses,
Artists, and Draftsmen.
9. Telephone Answering Services.
10. Travel Agencies.

11. Accessory Buildings and Structures provided they are located and conform
to the regulations of the adjacent residential area.
12. Signs:
a. A Name Plate not exceeding two (2) square feet in area containing
the name and occupation of the occupant of the premises.
b. One (1) double faced sign not to exceed twelve (12) square feet per
face or two (2) single faced signs not to exceed twelve (12) square feet
per face, pertaining only to the rental, sale or lease of the premises.
13. The following additional uses may be permitted subject to approval of
Variance request: #
a. Convalescent Homes
b. Homes for the Aged
c. Nursing Homes
d. Rest Homes -
B. REGULATIONS OF USES PERMITTED:
1. All uses shall be conducted wholly within an enclosed area.
2. All portions of the building site, exclusive of structureshallbe land-
scaped and maintained.
3. Off-street parking garages shall be provided for tenants in accordance
with the regulations for the adjacent residential zone. Off-street parking spaces
for customer usage shall be provided in number as required by C-1 Regulations.
Such garages and parking spaces shall be located in the rear half of premises and
said parking spaces or garages shall be so located and arranged so that vehicles
can enter the street traveling in a forward direction. No Certificate of Use or
Occupancy shall be granted until this section is complied with.
4. All storage shall be within an enclosed building, and shall be limited
to accessory storage of supplies utilized in the business conducted upon the
premises.
5. Any lights illuminating the grounds, driveways, walkways, signs, parking
areas or building exterior or interior shall be installed and maintained in such
a manner as to confine direct rays to the premises and prevent direct rays or glare
onto the neighboring properties.
C. SITE REQUIREMENTS:
1. Minimum site requirement shall be 7,200 square feet.
2. Building Height Limit shall be two (2) stories and not to exceed thirty-
five (35) feet.

3. Front, side and rear yard set backs shall conform to the requirements
of the bounding residential areas, except where such site faces a preliminary
or major highway, wherein such frontal set back shall comply with the provisions
of the Master Plan of Streets and Highways.
4. Prior to issuance of a Building Permit, the following shall be submitted
to the Planning Commission for their approval:
a. Plot plan to scale showing dimensions and locations of all existing
and any proposed buildings, signs, driveways, off-street parking areas,
and abutting streets and highways.
b. Architectural plans and specifications of any proposed building or
alterations to an existing building
c. Provisions for landscaping of the property including but not limited
to provisions for screen planting, lawn areas, trees, shrubs,irrigation,
driveways and walkways.
SECTION 3.
This Ordinance shall take effect and be in force thirty (30) days from and
after its passage, and prior to the expiration of fifteen (15) days after the
passage thereof, this Ordinance shall be published once in the Coastline Dispatch,
a newspaper printed in San Juan Capistrano, County of Orange, State of California,
together with the names of the members of the City Council.
