rules, regulations and ordinance of the County of Orange that were in
effect and operative in the area within the boundaries of the present
City of San Juan Capistrano are no longer of any force or effect by rea-
son of the incorporation of the City. In order that the public will
be protected immediately, it is necessary that this Ordinance be adopted
as an urgency measure. .
SECTION 3. This ordinance shall take effect immediately and with-
in fifteen (15) days shall be published in the Coastline Dispatch, to-
gether with the names of the City Councilmen voting for and against the
same.

ORDINANCE NO. 20
AN ORDINANCE OF THE CITY OF SAN JUAN CAPISTRANO
AUTHORIZING THE ESTABLISHMENT OF A DEPOSITORY
FOR THE GENERAL FUND OF THE CITY OF SAN JUAN
CAPISTRANO, SPECIFYING PROCEDURES FOR DEPOSITS

AND DETERMINING AUTHORIZED SIGNAUTURES
NECESSARY FOR WITHDRAWALS.
The City Council of the City of San Juan Capistrano does ordain
as follows:
SECTION 1. The United California Bank,r.San Clemente Branch, is here-
by designated as the depository for the General Fund of the City of San
Juan Capistrano.
SECTION 2. All money received by the City of San Juan Capistrano,
or any of its officers, employees or agents, shall be turned over to the
City Clerk or City Treasuruer.
SECTION 3. The City Clerk or City Treasurer, shall forthwith upon
the receipt of any moneys received on behalf of the city of San Juan
Capistrano deposit all such funds in the General Fund of said City as
set forth in Section 1 of this Ordinance, unless existing law requires
the deposit of said money in a special fund.
SECTION 4. Any funds received by the City Clerk or City Treasurer
which by operation of law or direction of the City Council, are required
to be deposited in a Special Fund, shall be deposited in such Special
Fund as directed by the City Council.
SECTION 5. All checks, drafts and other instruments obligating the
City of San Juan Capistrano to pay money shall be signed by the Mayor
and the City Treasurer.
SECTION 0. Any officer or employee of the City of San Juan Capistrano
collecting or receiving any money belonging to, or for the use of the City
shall deposit it immediately in the treasury in the manner prescribed by
Ordinance for the use and bendfit of the funds to which it belongs and
shall report such deposits to, and settle with, the City Clerk on each
Monday of every week.
SECTION 7. This Ordinance shall take effect immediately for the
following reasons:
The City of San Juan Capistrano has recently been incorporated and
is just about to receive its first funds for deposit. It is imperative
that arrangements be made forthwith to properly deposit and expand said
funds.
SECTION 8. The City Clerk shall certify to the passage and adoption

of this Ordinance by the City Council of the City of San Juan Capistrano
at a regular meeting held on the 24th day of April, 1961, and shall cause
the same to be published in the Coastline Dispatch within fifteen days
after its passage.

ORDINANCE NO. 21
AN ORDINANCE OF THE CITY OF SAN JUAN
CAPISTRANO REQUIRING THE BONDING OF
THE CITY CLERK AND CITY TREASURER AND
P SETTING THE AMOUNT OF SAID BONDS.
The City Council of the City of San Juan Capistrano does ordain
as follows:
SECTION 1. The City Clerk shall be, and hereby is, required to
furnished a bond in the sum of $5,000.00 in accordance with the requ-
irements of the law of the State of California, indemnifying the City
of San Juan Capistrano.
SECTION 2. The City Treasurer, shall be, and hereby is, required
