ORDINANCE NO.14
AN ORDINANCE OF THE CITY OF SAN JUAN CAPISTRANO
ESTABLISHING AND ADOPTING BY REFERENCE THE ORA-
NGE COUNTY ORDINANCE REGULATING THE FENCING OF
SWIMMING POOLS AS THE ORDINANCE REGULATING FEN-
CING OF SvIIMMING POOLS IN THE CITY OF SAN JUAN
CAPISTRANO, AND DECLARING THE URGENCY THEREOF.
The City Council of the City of San Juan Capistrano does ordain
as follows: a
SECTION 1. There is hereby adopted by the City Council of the City
of San Juan Capistrano for the purpose of regulating the fencing of Swi-
mming Pools within the City of San Juan Capistrano, that certain Ordinance
of the County of Orange, State of California, known as " ORDINANCE NO.984
AN ORDINANCE OF THE COUNTY OF ORANGE, STATE OF CALIFORNIA, REGULATING THE
FENCING OF SWIMMING POOLS", except for Section 6, thereof. Three(3) co-
pies of said Ordinance are on file with the City Clerk, and are open to
public inspection. The same are adopted hereby and into porated herein
as though fully set forth in length.
SECTION 2. EXISTING POOLS. Swimming pbmis in existence on the eff-
ective date of this ordinance shall be fenced in accordance with the req-
uimWnts of this ordinance on or before April 24th, 1962.
SECTION 3. Pursuant to the provisions of Section 36937 of the Gov-
ernment Code of the State of California, this Ordinance shall take effect
immediately for the following reasons:
The City of San Juan Capistrano became duly incorporated on April
19. 1961, and its City Council is without ordinance or other law under
which to establish the regulation of the fencing of swimming pools. Un-
less this ordinance does take effect imediately swimming pools are likely
to be constructed in this City which would constitute a hazard and a dan-
ger to children during the ensuing summer months.
SECTION 4. The City Clerk shall certify to the passage and adoption
of this Ordinance by the City Council of the City of San Juan Capistrano
at a regular meeting held on the 24th day of April, 1961 and shall cause
the same to be published in the Coastline Dispatch within fifteen (15)

ORDINANCE NO. 15
AN ORDINANCE OF THE CITY OF SAN JUAN CAPISTRANO.
IMPOSING A CURFEW ON MINORS AND PROVIDING FOR P^
PENALTIES AND THE URGENCY THEREOF.
The City Council of the City of San Juan Capistrano does hereby
ordain as follows:
SECTION 1. No minor under the age of eighteen (18) years shall
remain, loiter, stroll, tarry or linger upon or about public streets,
alleys, avenues or places open to the general public or in public view
between the hours of 9:30 o'clock P.M. and 6:00 A.M. unless such minor
Is accompanied by a parent, guardian, or other adult person having the
legal control and custody of such minor; providing, however, that the
prohibitions herein shall not apply to those minors under the age of
eighteen (18) years attending an educational gathering orppublic place
