AN ORDINANCE OF THE CITY OF SAN JUAN CAPISTRANO
CSTABLISITING RALES FOR CONDUCTING THE PROCEEDINGS
OF THE CITY COUNCIL OF VP CITY OF SAN JUAN CAPISTRANO
The City Council of the City of San Juan Capistrano does ordain
as follows:
SECTION 1. The following shall constitute the order of >>usiness
to be followed in conductin regular meetings of the City Council:
(1) Invocation
(2) Salute to Flag
(3) Roll Call

(5) Receiving written communications
(6) Receiving oral communications
(7) Report of snecial Com dttees
(8) Report of regular Committees or Commissioners
(9) Unfinished business
(10) Authorization to nay bills

The regular order of business may be suspended any time by a
ma,lority vote of the City Council
SECTION 2. Oral communications will be limited to matters which
should normally come before the Council nt its open meeting and a time
limit for presentation, exclusive of questioning by councilmen, shall
not exceed three minutes.
Oral communications from any person other than a City Councilmen
shall not be r^ceived other than as hereinabove provided except that
immediately prior to calling for a vote on any issue after the said
issue has been duly presented and seconded, and after any discussion
.which the members of the Council may desire, the presiding officer may
at his discretion, permit any person present to address the City Coun-
oil "or a period of time. not to e=eed three minutes per person, o,i the
subject to be voted upon. No person under this section shall be prev-
ileged to s,eak more than one time on said subject. Provided further,
that the provisions of this section may be suspended by a majority vote
of the City Council.
SECTION 3. Immediately following each Council meeting the City
Clerk shall send a type -written copy of the minutes thereof to each
member of the City Council at their respective residences. Thereafter
the reading of such minutes by the City Clerk at the following meeting
may be dispensed with by a majority vote of the members present.
SECTION 4. Any person in the audience who, while in attendance
at any Council meeting, uses profane language, or language tending to
bring the Council, or any of its members, or any official of the City

into contempt, or any person who persistently interrupts the proceed-
ings of the Council, or refuses or fails to be seated or keep quiet
when ordered to do so by the presiding officer, shall be guility of a
misdemeanor and nunishable by a fine not to exceed One Hundred Dollars
($100.00) or by imprisonment in the County Jail, for a period not to
exceed tea (10) days, or by both such fine and i.��risonment.
SECTION j. In all matters and things not otherwise provided for
herein, the proceedings of the Council shall be governed by "Robert's
Rules of Order", '[evised Edition. However, no Ordinance Resolution,
proceeding or other action of tha Cit;' oouncil shall be inv.-:lidated,
or the legality thereof otcrwise effected, by thefailureor ommission
to observe or follow saicl rules.
SECTION 6. Pursuant to the -provisions of Section 36937 of the Go-
vernment Code, this Ordinance shall take effect inmediately for the fo-
llowing reasons: -
The City of San Juan Capistrano became duly incorporated on April
19, 1961.
Past experience has shown that -certain business essential to the
public peace, health and safety of the inhabitants of the City of San
Juan Capistrano can be seriously inter erred with by uncertain rules
as to the conduct and proceedings of the City Council. Unless the
rules as contained herin are established forthwith there will he no
certain or established nanner in which to conduct the proceedings of
the City Council.
SECTION 7. The clerk shall certify to the passage of this Ordi-
nance and cause the same to be costed in four (4) conspicuous public
,laces within fifteen (1$) days after its passage..
SECTION 6. The City Clerk shall certify to the passage and ado-
ption of this Ordinance by the City Council of the City of San Juan
Capistrano at a regular meeting held on the 24th day of April, 1961
and shall cause the same to be �mblished in the Coastline Dispatch
within fifteen days after its passage.

ORDINANCE NO. 4
AN ORDINANCE OF THE CITY OF SAN JUAN CA"=STRANO,
IMPOSING A CITY SALES AND USE TAX: PROVIDING
FOR THE PFRFORMANCE BY THE STATE BOARD OF
ErBALIZATION OF ALL FUNCTIONS INCIDENT TO THE
ADMINSTRATTON, OPERATION AND COLLECTION OF THE
SALES AND USE TAX HEREBY IMPOSED; and providing
for Penalties and the urgency thereof.
The City Council of the City of San Juarr Capistrano does ordain
as follows
Section 1.. SHORT TITLE. This ordinance shall be known as the
Uniform Local Sales and Use Tax Ordinance of the City of San Juan
Capistrano.
Section 2. PURPOSE. The City Council of the City of San Juan
Capistrano hereby declares that this ordinance is adopted to achieve
the following, among other purposed, and directs that the provisions
hereof be interpreted in order to accomplish those purposes:
(a) To adopt a sales and use tax ordinance which complies with
requirements and limitati,ns contained in Part 1.5 of Division 2 of
the Revenuh and Taxation Code of the State of California;

(b) To adopt a sales and use tax ordinance which incor?orates
provisions identical to those o: the -:les and Use Tax Law of the
State of California in so far as these provisions are not inconsistent
with the ren irements and limitations container in Part 1.5 of Division
2 of said Revenue and Taxation Code;
(c) To adopt a sales and use tax ordinance whLch imposes a one
percent(l%) tax and provides a measure therefor that can be administered
