ORDINANCE NO. 188
AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF
SAN JUAN CAPISTRANO ESTABLISHING A PLANNING
COMMISSION AND DEFINING THE DUTIES THEREOF
The City of San Juan Capistrano does ordain as follows:
SECTION 1, Members of Planning Commission
There is hereby created a City Planning Commission consisting of
five (5) members, not officers of the City, appointed by the City Council,
The City Council hereby designates the following officers of the City
as advisory members of the City Planning Commission; the City Engineer
and the City Attorney. Advisory members shall not have the right to
vote on any matter before the Commission. Advisory members may desig-
nate a deputy to sit with the Commission in their absence.
SECTION 2. Office
Each member of the Planning Commission shall be a resident of the
City of San Juan Capistrano and shall be appointed by each City Council-
man with the concurrence of a majority of the Council. The term of
office shall coincide with that of the appointing Councilman; a member
may, nevertheless, be removed at any time, by a majority vote of the
City Council.
SECTION 3, Meetings
The said Commission shall meet regularly at least once each month,
at a time and place to be fixed by resolution of the Planning Commission
and shall hold such other meetings as from time to time shall be called

SECTION 4, Compensation and expenses
Each member of the Commission shall receive no compensation but
shall be paid actual and necessary expenses while conducting business
for the Commission.
SECTION 5. Powers of Commission
The City Planning Commission shall have power, except as other-
wise, providedby law:
(a) To recommend to the proper officers of the City, plans for
the regulation of the future growth and development and beautifi-
cation of thQg City in respect to its public and private buildings
and works, streets, parks, grounds and vacant lots;
(b) To recommend to the proper office of the City, plans, con-
sistent with the future growth and development of the City in
order to secure to the City and its inhabitants sanitation, proper
service of all public utilities, and transportation facilities;
(c) To make recommendations to any public authorities or any
corporation or individuals of such City with reference to the
location of any proposed buildings, structures or works;

(d) To recommend to the proper officers of the City the approval
or disapproval of maps or plats or subdivisions of lands, Every
such map or plat shall, prior to its final approval or disapproval
by the proper officers of the City be submitted to said Commission
for its recommendation thereon to such officers. And such other
things as shall be necessary to carry out the provisions herein
authorized and as provided by an Act of the Legislature of the
State of California, found in the Statutes of 1929, Chapter 838,
at page 1805, as approved by the Governor of the State of
California,
SECTION 6. The City Clerk of the City of San Juan Capistrano
shall certify to the adoption of this ordinance and shall, before the
expiration of fifteen (15) days after the passage therjof, cause the
same to be published once, with the names of the members of the City
Council voting for and against the same in the Coastline Dispatch, a
newspaper of general circulation,
