ORDINANCE NO. 134
AN ORDINANCE OF THE CITY COUNCIL OF THE
CITY OF SAN JUAN CAPISTRANO ADOPTING
ORANGE COUNTY ORDINANCE NO. 2159 AS AMENDED
BY ORDINANCE NO. 22.16 RELATING TO ANIMAL
CONTROL; AND REPEALING SAN JUAN CAPISTRANO
CITY ORDINANCES NOS. 43 and 114
The City Council of the City of San Juan Capistrano does ordain
as follows:
SECTION 1. There is hereby adopted an ordinance enacting Division
1 of Title 4 relating to animal control, welfare, license and health
requirements, adopted by the Orange County Board of Supervisors as
Ordinance No. 2159, and as amended by Ordinance No. 216 of the County
of Orange, dated March 26, 1968, three copies of which are on file in
the office of the City Clerk, establishing animal control, welfare,
license and health requirements, is adopted by reference as if the same
were set forth in full herein, with the exception of Section 1 thereof
which has reference to the repeal of Division 1 of Title 4 of the
Codified Ordinances of the County of Orange.
SECTION 2. The above referenced ordinance is hereby adopted and
incorporated herein as though set forth, except that any reference to
"license fees" is expressly deleted, except the reference to dog license
fees in Sections 41.025, 41.026 and 41.027 shall be retained in Haec
Veba in said ordinance, and the term "Health Inspection Fee" is hereby
substituted in its place and stead as though specifically therein stated.
SECTION 3. Any provision to the contrary notwithstanding all
reference to zoning regulations as set forth in Section 41.0214 refer-
ence shall be to the zoning regulations as set forth in San Juan Capis-
trano Land Use and Zoning Ordinance No. 115 as amended.
SECTION 4. Ordinances Nos. 43 and 114 are hereby repealed.
SECTION 5. The City Council of the City of San Juan Capistrano,
finds, determines and declares that an urgency exists, and by reason
thereof this ordinance shall take effect immediately. The reason for
the urgency is that the Orange County Health Department reports an
urgent need to have administered within the City of San Juan Capistrano
the new laws enacted by the State Legislature for animal control on or
before January 1, 1968, when certain provisions become effective. That
in certain areas of animal control there is an urgent need for additional
inspection and supervision which only the new amendments will permit
the County Health Department to undertake, and this urgency ordinance

is,necessary to permit the lawful coordination of the various functions
carried out by the Health Department.
SECTION 6. The City Clerk shall certify to the passage of this
ordinance and shall cause the same to be published once within fifteen
(15) days after its adoption in the Coastline Dispatch, a newspaper of
general circulation, printed, published and circulated in said City,
and immediately upon and after its passage it shall take effect and be
in full force.
THE FOREGOING ORDINANCE is approved and signed by me this 15Th
