ORDINANCE NO. 330
LICENSE COLLECTOR/REGISTRAR OF SOLICITORS
AN ORDINANCE OF THE CITY OF SAN JUAN CAPISTRANO,
CALIFORNIA, DESIGNATING THE CITY MANAGER OR HIS
DESIGNEE AS LICENSE COLLECTOR/REGISTRAR OF
SOLICITORS AND AMENDING ORDINANCES NO. 171 AND
305 (URGENCY)
THE CITY COUNCIL OF THE CITY OF SAN JUAN CAPISTRANO, CALIFORNIA,
DOES HEREBY ORDAIN AS FOLLOWS:
SECTION 1. License Collector.
Section 12 of Ordinance No. 171 is hereby amended to read
as follows:
"Section 12. License Collector.
The Cfty Manager or his designee is hereby designated
License Collector of the City and shall have the duties
imposed by this Ordinance upon such office.
"It shall be the duty of the City License Collector to
keep a list of all delinquent licenses that are payable
under this Ordinance and to immediately proceed to
collect the same, by suit or otherwise."
SECTION 2. Registration of Charitable and Philanthropic

Section 4 of Ordinance No. 305 is hereby amended to read
as follows:
"Section 4. Registration of Charitable and Philanthropic
So editors. Prior to undertaking any solicitations, the
response a representative of the charitable or philan-
thropic association shall first register with the City
Manager of the City of San Juan Capistrano or his designee
upon forms provided by that office. The registrant shall
give the full name of the association, the full name or
names of persons responsible for the solicitation within
the City, and the duration and proposed method of
operation within the City. If the City Manager or his
designee determines that the applicant is a legitimate
and qualified charitable and/or philanthropic association,
the applicant shall be furnished a certificate indicating
that the association is a registered solicitor and showing
the dates covered by such registration, which period shall
in no event exceed 90 days from the date of approval."
SECTION 3. Urgency.
This Ordinance is an urgency ordinance for the immediate
preservation of the public peace, health, safety and welfare and
shall take effect immediately. The facts constituting the urgency
are as follows:
The offices and functions of City License Collector and
Registrar of Solicitors has been transferred to the Department of
Community Planning & Development effective July 1, 1977; and,
that Department must, accordingly, be empowered to perform the
duties and obligations of such offices immediately.
SECTION 4. Effective Date.
This Ordinance shall take effect immediately, as provided
by law.
