THE CITY COUNCIL OF THE CITY OF SAN JUAN CAPISTRANO, CALIFORNIA,
DOES HEREBY ORDAIN AS FOLLOWS:
SECTION 1. Adoption and/or Amendment of Fees.
Chapter 1, Fees, of Title 8, Building Regulations of
the San Juan Capistrano Municipal Code is hereby amended as
follows:
A. Article 1, Building Code and Housing Code is
hereby amended as follows:
1. Section 8-1.102 is hereby amended to read as
follows:
"Section 8-1.102. Valuation Determinations.
"Section 423 of the Uniform Building Code
adopted by Chapter 2 of this title defines the
value or valuation to be placed on new
construction as equivalent to the estimated cost
to replace the building in kind. In the
performance of said Section 423, the City adopts
the Building Valuation Data, published bimonthly
by the International Conference of Building
Officials, for unit costs per square foot. Such
values shall be used to establish fees and/or
costs based on the value of the work to be
performed. The Building Official shall designate
the valuation data to be used and the effective
date of any change thereto.
"Values for unit costs for construction not
specifically set forth in the Building Valuation
Data Bimonthly Report shall be designated by the
Building Official. Fees not based upon valuation
may be adjusted periodically at the rate of four
percent (4%) for each ten percent (10%) variation
in valuation of a Type V, Wood Frame Dwelling.
Fees not specifically set forth in this Chapter 1
shall be determined by the Building Official."
2. Section 8-1.103 is hereby amended to read as
follows:

"Section 8-1.103. Building Permits.
"A fee of Fifteen ($15.00} -Dollars shall be
paid as a permit issuance fee for each building
permit issued. In addition, the following fees
shall be paid, based on valuation:

3. Section 8-1.104 is hereby amended to read as
follows:
"Section 8-1.104. Plan -Review.
"when a plan is required to be submitted by
subsection (b) of Section 302 of the Uniform
Building Code adopted by Chapter 2 of this title,
a plan -review fee shall be paid at the time of
submitting the plans and specifications for
checking. The plan -review fee shall be equal to
sixty-five (65%) percent of the building permit
fee.
"The plan -review fees for alterations and
revisions of approved plans shall be Twenty
($20.00) Dollars per hour, with a minimum charge
of Ten ($10.00) Dollars, computed to the half-hour
or fraction thereof.
"If the cost of checking plans exceeds the
plan -review fees paid, an additional -Tee shall be
paid to cover the additional costs."

4. Section 8-1.105, paragraph one, is hereby 3 1 O
amended to read as follows:
"Section 8-1.105. Plastering.
"All persons doing or permitting to be done
plastering work, including stucco, interior or
exterior, within the City shall:"

Section 8-1.106 is hereby amended to read as
follows:
"Section 8-1.106. Microfilming.
"Each person shall pay a minimum microfilm fee
of one dollar ($1.00) per sheet for permit
applications, plans, specifications, calculations,
soil reports, and all pertinent data required to
be maintained by City or State laws. No sheet
shall exceed thirty-six (36") inches in width or
forty-five (45") inches in length."

7. Section 8-1.107 is hereby amended to read as
1` follows:
"Section 8-1.107. Special Inspections.
"Any person requesting an inspection of an
existing structure when no valid permit exists or
no active permit is in progress may obtain a
special inspection for purposes of loan
commitments, escrow clearances, sales of property,
resale clearances, and the like. The following
fixed fees shall be paid for such inspections:
"(a) For housing, per unit . . . . . .$45.00
"(b) For commercial and industrial
structures, including hotels and
motels (the unit count set forth
in subsection (a) of this section
shall apply where subdivisions
within the structure occur),
per unit . . . . . . . . . . . . $80.00"
8. Section 8-1.108 is hereby amended to read as
follows:
"Section 8-1.108. Mobile Home Installations.
"The following fees shall be paid for the
installation of each mobile home:
"(a) For the issuance of the permit .$15.00
"(b) For each inspection, per unit . .$25.00
"EXAMPLE: A double -wide coach consists of two
units; the installation permit fee is $65.00, plus
any extras, such as microfilming.
(c) For each re -inspection . . . . .$30.00
"NOTE: All accessory structure fee schedules are
contained elsewhere in this Chapter."
9. Subsections (c) and (d) of Section 8-1.109
are hereby amended, and subsections (e), (f)
and (g) are hereby added, to read as follows:

B. Article 2, Electrical Code is hereby amended as
follows:

hereby amended to read as follows:

Dollars for a single-family

2. Subsection (c) of Section 8-1.202 is hereby
amended to read as follows:

"(c) Fees. A fee of Fifteen ($15.00) Dollars
shall be paid as a permit issuance fee
for each electrical permit issued, plus
Fifteen ($15.00) Dollars for each
service meter or permit, plus the
following fees for specific
installations:"
3. Subsections (c)(2) and (c)(3)(i) of Section
8-1.202 are hereby amended to read as
follows:

for alterations and revisions of approved plans
shall be Twenty ($20.00) Dollars per hour, with a
minimum charge of Ten ($10.00) Dollars, computed
by the half-hour or fraction thereof.

C. Article 3, Grading and On -Site Improvements is
hereby amended as follows:

permit issued pursuant to the provisions of

D. Article 4, Mechanical Code, is hereby amended as3
follows:

amended to read as follows:

"A fee of Fifteen ($15.00) Dollars shall be
paid as a permit issuance fee for each mechanical
permit issued pursuant to the provisions of
Chapter 8 of this title. In addition, the
following fees shall be paid:"
2. Section 8-1.402 is hereby amended to read as
follows:
"Section 8-1.402. Plan -Review.
"Plan -review fees for mechanical permits shall
be equal to sixty-five (658) percent of the
mechanical permit fee and shall be paid at the
time of submitting plans. If the cost of checking
the plans exceeds the fees paid, an additional fee
shall be paid to cover the additional costs.
"The plan -review fees for alterations to
approved plans shall be computed at the rate of
Twenty ($20.00) Dollars per hour, with a minimum
charge of Ten ($10.00) Dollars. Such fees shall
be computed by the one-half (h) hour, or fraction
thereof."
E. Article 5, Plumbing Code, is hereby amended as
follows:

2. Section 8-1.502, first paragraph, is hereby
amended to read as follows:
"Section 8-1.502. Automatic Fire -Extinguishing
Systems.
"A fee of Fifteen ($15.00) Dollars shall be
paid as a permit issuance fee for each automatic
fire -extinguishing system permit issued pursuant
to the provisions of Chapter 38 of the Uniform
Building Code adopted by Chapter 2 of this title.
(Also see Section 8-9.21 of Chapter 9 of this
title.) In addition, the following fees shall be
paid:"
3. Section 8-1.503 is hereby deleted in its
entirety and a new Section 8-1.503 is hereby
added in its place to read as follows:
"Section 8-1.503. Plan -Review.
"Plan -review fees for plumbing permits shall
be equal to sixty-five (65%) percent of the
plumbing permit fee, and shall be paid at the time
of submitting plans. If the cost of checking plans
exceeds the plan -review fees paid, an additional
fee shall be paid to cover the additional costs.
"The plan -review fees for alterations to
approved plans shall be computed at the rate of
Twenty ($20.00) Dollars per hour, with a minimum
charge of Ten ($10.00) Dollars. Such fees shall
be computed by the one-half ('k) hour or fraction
thereof."
SECTION 2. Effective Date.
This Ordinance shall take effect and be in force thirty
(30) days after its passage.

SECTION 3. City Clerk's Certification
The City Clerk shall certify to the adoption of this
Ordinance and cause the same to be posted at the duly designated
posting places within the City and published once within fifteen
(15) days after passage and adoption as required by law; or, in
the alternative, the City Clerk may cause to be published a
summary of this Ordinance and a certified copy of the text of
this Ordinance shall be posted in the Office of the City Clerk
five (5) days prior to the date of adoption of this Ordinance;
and, within fifteen (15) days after adoption, the City Clerk
shall cause to be published, the aforementioned summary and shall
post a certified copy of this Ordinance, together with the vote
for and against the same, in the Office of the City Clerk.
