AN ORDINANCE OF THE CITY OF SAN JUAN CAPISTRANO,
CALIFORNIA, AMENDING ORDINANCE NO. 379, ORTEGA
PLANNED COMMUNITY COMPREHENSIVE DEVELOPMENT PLAN
BY ADDING PLANNING SECTOR B-1 OFFICE/BUSINESS PARK
AND DESIGNATING ASSESSOR'S PARCEL NO. 666-131-11 AS

THE CITY COUNCIL OF THE CITY OF SAN JUAN CAPISTRANO, CALIFORNIA, DOES
HEREBY ORDAIN AS FOLLOWS:
SECTION 1. Findings.
The City Council finds that:
1. The proposed amendment defining permitted, accessory and
conditional uses is consistent with all elements of the General
Plan including the 4.0 Industrial Park land use designation.
2. The development of the planning sector will conform to the
applicable development standards of the Municipal Code and
Ortega Planned Community Comprehensive Development Plan.
3. A public hearing notice denoting the purpose of the amendment
time, date, and location of the hearing was published in the
Capistrano Valley News. Property owners within 300 feet of the
project boundary were sent notice of the amendment pursuant to
State law requirements.
4. The City's Environmental Review Board determined that this
project will not have a significant impact on the environment and
issued a Negative Declaration which has been certified by the
City Council, and has otherwise carried out all requirements of
the California Environmental Quality Act.
5. The City's Planning Comission has reviewed this amendment and
forwarded itto the City Council with a recommendation of
approval.
SECTION 2. Amendment.
Based on the findings set forth in Section 1, preceding, the City Council
ordains that the Ortega Planned Community Comprehensive Development Plan adopted
by Ordinance No. 379 is hereby amended by adding Planning Sector B-1 Office/Business
Park, more specifically depicted as Exhibit "A" attached hereto.

SECTION 3. Effective Date.
This Ordinance shall take effect and be in force thirty (30) days after its

SECTION 4. City Clerk's Certification.
The City Clerk shall certify to the adoption of this Ordinance and cause the
same to be posted at the duly designated posting places within the City and published
once within fifteen (15) days after passage and adoption is required by law; or, in the
alternative, the City Clerk may cause to be published a summary of this Ordinance and a
certified copy of the text of this Ordinance shall be posted in the Office of the City
Clerk five (5) days prior to the date of adoption of this Ordinance; and, within fifteen
(15) days after adoption, the City Clerk shall cause to be published, the aforementioned
summary and shall post a certified copy of this Ordinance, together with the vote for and
against the same, in the Office of the City Clerk.
PASSED, APPROVED, AND ADOPTED this 3rd day of January ,

AMENDMENT
TO THE
ORTEGA PLANNED COMMUNITY
COMPREHENSIVE DEVELOPMENT PLAN
ADDING PLANNING SECTOR B-1
OFFICE/BUSINESS PARK
1. Purpose and Intent
315
To provide for the establishment of a high quality business/office park which will
provide a visually pleasing amenity for the community while also providing an
employment center as envisioned by the General Plan. Types of uses which are
encouraged are:
a. Large industrial corporate offices uses;
b. Professional service uses which provide support services to other commercial
or industrial activities, such as design and engineering firms, accounting and
bookkeeping, etc.
C. Mortgage banking and insurance firms where the majority of the business
activity is associated in providing support to other office and business
activities.
2. Principal Uses Permitted - The specific type of office/service uses which may be
permitted within the planning sector are, but are not limited to, the following:
a. Professional services which support . other commercial/industrial uses,
including:
1. Engineering and architectural services
2. Accounting, auditing and bookkeeping
3. Computer and data processing services
4. Legal services
b. Advertising/marketing/publishing/ motion picture production services.
C. Financial and investment services where the majority of business activity is
associated with support to other office and businesses, including:
1. Personal and business credit unions
2. Security and commodity exchanges and services
3. Mortgage banking
4. Trust companies (non -deposit)

d. Firms engaged in sales or services, such as office supplies, office equipment j
and furnishings serving commercial office, commercial and industrial clients.
e. Insurance firms where the primary focus is on the processing of applications
and claims (such firms to have minimum leasable floor area of 2,000 square
feet), including:
1. Title and surety insurance
2. Health and medical insurance
3. Life insurance
4. Fire and casualty insurance
f. Large office uses, such as corporate headquarters
3. Accessory Uses
a. Small-scale commercial services appropriate to the support of permitted
office uses identified above. Such use shall be integrated ito a multi -use
building and is not permitted in a separate free-standing building.
4. Conditional Uses Permitted - The following additional uses may be permitted subject
to the approval of a conditional use permit:
a. Small-scale restaurants designed to serve the needs of employees within
Planning Sectors B and B-1 of the Ortega Planned Community.
b. Small-scale commercial bank and savings institutions which do not occupy
more than 10 percent of the total floor area for the building in which it is
located.
C. Any other use not listed, but which is determined by the Planning Commission
to be consistent with the General Plan and meeting the intent and purpose of
the district shall be reviewed as a conditional use permit.
5. Development Standards - All uses shall conform to the development standards
specified for Planning Area A (Section VI.B.4) except that no lot shall be created
less than one (1) acre in net area and Section VI.B.4.a and Section VI.B.4.g -
Architectural Design Concepts. In preparing development plans, the following
design theme shall be adhered to:
Office buildings by their nature should extend an appearance of high quality
materials and a commitment to excellence in architectural design. In
preparing building plans for the Office Park District, applicants shall strive to

a style that is in keeping with traditional Spanish or early California
architecture, both in scale and attention to detail, including the use of full
pitched barrel tile roofs, balconies, and other details as specified in the City's
adopted Architectural Design Guidelines.
