Ordinance Number 816283
ORDINANCE NO. 816
AN ORDINANCE OF THE CITY OF SAN JUAN CAPISTRANO,
CALIFORNIA, APPROVING REZONE 97-5 AND ADOPTING PRECISE PLAN
97-6 FOR A 107,358 -SQUARE -FOOT SELF -STORAGE FACILITY TO BE
LOCATED AT THE CONFLUENCE OF INTERSTATE 5 AND VALLE ROAD
(VALLE ROAD SELF-STORAGEINESS)
THE CITY COUNCIL OF THE CITY OF SAN JUAN CAPISTRANO, CALIFORNIA, DOES
HEREBY ORDAIN AS FOLLOWS:
The City Council finds that:
1. The proposed use is compatible with applicable goals, policies, and
objectives of the General Plan in that the proposed Precise Plan will permit a self -storage use
which is of low intensity and is not noise sensitive to the San Diego Freeway, and will not
generate a significant amount of traffic. Furthermore, because architectural design is an integral
component of the Precise Plan, the proposed project is consistent with the Community Design
Element of the General Plan.
2. The subject property has a General Plan noise overlay designation due to
its proximity to the San Diego Freeway. The noise overlay district permits a mix of zone districts
as appropriate, as long as the proposed uses are compatible with adjacent land uses and are not
sensitive to noise generated by the freeway. The Precise Plan zoning would permit a self -storage
facility which is not sensitive to noise. Also the proposed use will not generate significant negative
impacts to adjacent property due to its limited hours of operation and minimal generation of
traffic, light and noise.
