1 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN JUAN
CAPISTRANO UPHOLDING THE APPEAL OF ARCHITECTURAL
CONTROL (AC)12-018, THEREBY APPROVING A 25 -FOOT TALL FREE-
STANDING MONUMENT SIGN ON THE TUTTLE-CLICK CAPISTRANO
FORD DEALERSHIP PROPERTY LOCATED AT 33301 CAMINO
CAPISTRANO (APN 668-121-11 & 14) (TUTTLE-CLICK CAPISTRANO
FORD)
Whereas, Tuttle -Click Capistrano Ford appealed the Planning Commission's denial
of a 25 foot tall free-standing monument sign. The property is General Plan designated as
"QI" (Quasi -Industrial) and is designated as "CM" (Commercial Manufacturing) on the
Official Zoning Map; and,
Whereas, the proposed project has been processed pursuant to Section 9-2.301,
Development Review of the Land Use Code; and,
Whereas, the Environmental Administrator has reviewed the project pursuant to
Section 15061 of the California Environmental Quality Act (CEQA), and the proposed
project is exempt from CEQA review per Section 15311, Class11 (a); and,
Whereas, the Planning Commission conducted a duly noticed public meeting on
January 22, 2013, and February 12, 2013, pursuant to Section 9-2.313 of the Municipal
Code to consider public testimony on the proposed project; and,
Whereas, the City Council conducted a duly noticed public hearing on April 2, 2013,
pursuant to Section 9-2.313 of the Municipal Code to consider public testimony on the
proposed project; and,
NOW, THEREFORE, BE IT RESOLVED, that the City Council of the City of San
Juan Capistrano does hereby make the following findings with respect to the Sign Program
which included the 25 foot tall free-standing monument sign:
The sign program is consistent with the General Plan and Design Guidelines, and is
complementary to the architecture and design of the development project because
the signage is in scale with the building massing and is consistent with that used by
adjacent auto dealerships in the vicinity of the site; and,
2. The sign program conforms to the applicable requirements of this Code and any
applicable specific plan or comprehensive development plan because the size of
the signs are complementary to other dealerships in the vicinity; and,
3. The sign program is generally compatible with the design character of adjacent
properties and/or rights-of-way because it is consistent with that used by adjacent
auto dealerships in the vicinity of the site.

NOW, THEREFORE, BE IT FURTHER RESOLVED, that the City Council of the City
of San Juan Capistrano does hereby find the 25 foot tall free-standing monument sign
consistent with the following design criteria for monument signs:
1. Be used to identify tenants when building setbacks, orientation or design make it
difficult to provide other types of signage, such as wall signs, that are plainly visible
to people that are trying to identify a use. The primary function is to provide project
or tenant identification; and,
2. Shall have a solid base that the sign face is installed upon; and,
3. Shall be designed so that the style of the sign and its base are consistent with the
architecture of the buildings on the site; and,
4. Monument signs shall include landscaping at the base to enhance their
appearance.
NOW, THEREFORE, BE IT EVEN FURTHER RESOLVED, that the City Council of
the City of San Juan Capistrano hereby finds that the free-standing monument sign is
consistent with the Title 9, Land Use; and,
PASSED, APPROVED AND ADOPTED this 2nd day of April 2013.
