A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN JUAN
CAPISTRANO, CALIFORNIA, EXPRESSING APPRECIATION FOR
OUTSTANDING PUBLIC SERVICE BY LAURA FREESE MEMBER OF THE
SAN JUAN CAPISTRANO CITY COUNCIL
WHEREAS, LAURA FREESE was elected to the San Juan Capistrano City Council
in November of 2008, served as Mayor pro tem in 2010, and as Chair of the former
Community Redevelopment Agency in 2009, 2010, and 2011; and
WHEREAS, before and during her term of office Laura Freese served on a variety of
committees, sub -committees and regional bodies, including the Housing Advisory
Committee, the Economic Development Committee, the Oversight Board to the Successor
Agency of the San Juan Capistrano Community Redevelopment Agency, Liaison to the
Associated Senior Action Program, the "50 Year Anniversary" Committee, the Downtown
Redevelopment Sub -Committee, the Tri -City Trolley Sub -Committee, Water
Services/Sustainability Sub -Committee, the Desalination Project Feasibility Committee, the
San Diego Gas and Electric Reliability Enhancement Project Aesthetics Sub -Committee,
the Economic Preservation (1-5/Ortega Interchange Project) Sub -Committee, the California
Joint Powers Insurance Authority, the League of California Cities — Orange County
Chapter, the Orange County Library Advisory Board, the Orange County Transportation
Authority (GMA Areas 9 and 11), the Orange County Vector Control Board, the San Juan
Basin Authority, the Southern California Association of Governments, the South Orange
County Wastewater Authority, the South Orange County Watershed Management Area;
and
WHEREAS, Laura Freese was involved in a wide variety of issues while serving in
her capacity as City Council Member, including the adoption of the Historic Town Center
Master Plan, adoption of the Long Term Vision/Strategic Master Plan, adoption of the
Open Space Master Plan, adoption of the City's Sign Ordinance, and an advocate for the
San Juan Capistrano Library; and,
WHEREAS, during her tenure she identified the need for and fostered the economic
development to improve the prosperity of the City by attracting new businesses to the
community, including the Marriott Residence Inn, approval of a future downtown boutique
hotel, three new car dealerships, countless new small businesses, the reopening of the
City's downtown movie theater; and,
WHEREAS, Laura Freese has exercised her legislative and appointive
responsibilities with skill and wisdom and has been sincerely dedicated to the welfare of
the citizens of San Juan Capistrano; and
WHEREAS, Laura Freese has worked tirelessly for the progress, prosperity of the
businesses of San Juan Capistrano and the beautification of this City.

NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of
San Juan Capistrano commends Laura Freese for her dedication and service to the
citizens of this community and forthe leadership and guidance which she provided during
her tenure in office.
BE IT FURTHER RESOLVED, that the City Council extends its sincere best wishes
to Laura Freese in all of her future endeavors.
PASSED, APPROVED AND ADOPTED this 4" day of December 2012.
