A RESOLUTION OF THE BOARD OFDIRECTORS OF THE
CAPISTRANO VALLEY WATER DISTRICT COMMENDING
RAYAUERBACH
UPON HIS RETIREMENT FROM PUBLIC SERVICE
WFIEREAS, Ray Auerbach began his dedicated service to the customers of the Capistrano
Valley Water District in January 1986 and has successfully served as the District's General
Manager since May 1987; and
WHEREAS, during his Il year term, Ray's tireless efforts steered the District through
one of the worst droughts in California's history by creating a successful Water Conservation
Program urging customers to reduce water consumption by 20%; and,
WHEREAS, Ray's foresight guided the installation of state-of-the-art technology known
as the Supervisory Control and Data Acquisition (SCADA) system which allows for monitoring and
control of the District's facilities from a central computer system; and
WHEREAS, Ray negotiated the District's participation in the South County Pipeline that
secured future water capacity necessary for the ongoing development of the City of San Juan
Capistrano; and,
WHEREAS, Ray directed the District into prominence within the California water agencies
by initiating a sophisticated tiered rate billing system which is now considered an industry standard;

WHEREAS, during Ray's tenure as General Manager, the District has initiated marry new
programs and upgrades to the water system to provide more reliable and efficient water service
while maintaining one of the lowest water rates in South Orange County; and,
WHEREAS, Ray's practical management style coupled with his sociable personality
garnered trust and dedication from the employees who have had the privilege to work with him.
NOW, THEREFORE, BE IT RESOLVED, that the Board of Directors of the Capistrano
Valley Water District hereby extend their sincere appreciation to Ray Auerbach for his dedicated
service to the customers of the Capistrano Valley Water District, and congratulate him upon his
retirement after more than 31 years of public service.
