RESOLUTION NO. 88-7-19-4
A RESOLUTION OF THE BOARD OF DIRECTORS
OF THE CAPISTRANO VALLEY WATER DISTRICT
ADOPTING A PROGRAM OF VOLUNTARY WATER CONSERVATION
TO REDUCE WATER CONSUMPTION BY TEN PERCENT
WHEREAS, the Capistrano Valley Water District obtains eighty percent of its
water supplies from Northern California and the Colorado River through the
Metropolitan Water District of Southern California; and
WHEREAS, because of Inadequate precipitation, the State Department of Water
Resources declared 1987 to be a dry year, and 1988 a critically dry year; and
WHEREAS, the Metropolitan Water District of Southern California, in recognition
of the critical water conditions existing in the State, is considering curtailment of
agricultural water supplies In 1989; and
WHEREAS, the Governor of the State of California has asked all Californians to
conserve water on a voluntary basis; and
WHEREAS, the critical nature of the water supply available to Southern
California makes it necessary to reduce water consumption by at least ten percent in
order to protect and conserve the public water supply and to lessen the demand on the
remaining water in storage In the event of another dry year In 1989.
NOW, THEREFORE, the Board of Directors of the Capistrano Valley Water
District resolves as follows:
1. This Board finds that a serious statewide water shortage exists as a result of
two years of inadequate rainfall and that it Is necessary, and In the best Interests of the
water users of the Capistrano Valley Water District, to conserve and protect existing
water supplies against waste and unreasonable uses by adopting water conservation
measures to reduce consumption by ten percent.
2. The Board further finds that a phased program beginning with voluntary
measures to reduce consumption will best achieve the goal of conserving water supplies
without causing unnecessary adverse economic consequences.
3. If voluntary measures do not achieve the goal of a ten percent reduction in
water use, or If a drought condition is declared by the State of California, the Board
will consider declaring a water shortage and implementing District Ordinance No. 3,
regulating the use of water and providing penalties for waste.
4. The following measures are requested to be taken by all water users within
the Capistrano Valley Water District. The goal is to reduce individual water usage by
at least ten percent.
A. Do not hose down driveways, patios, sidewalks, or other
paved areas. Use a broom or blower instead.
B. Install water saving devices in Indoor plumbing. Water
conservation kits are available free of charge from the
District.

C. Check all plumbing, both indoors and outdoors, for leaks
and repair them immediately.
D. Irrigate lawns and landscaping before 10:00 A.M. and after
5:00 P.M.
E. Adjust sprinklers and irrigation systems to avoid overspray,
runoff and waste. Avoid watering on windy days, and
water only when necessary.
F. Do not allow the hose to run while washing the car. Use a
bucket or automatic shutoff nozzle.
G. When landscaping new areas or replanting existing areas,
use drought tolerant plants.
