RESOLUTION NO. 72-2-28-1
RESOLUTION OF THE BOARD OF DIRECTORS OF
ORANGE COUNTY WATERWORKS DISTRICT NO. 4
URGING THE REVISION OF SECTION 1001 OF
THE PLUMBING CODE
WHEREAS, the Uniform Plumbing Code of theCounty of Orange
requires each water closet to be flushed with at least four (4) gall-
ons of water; and
WHEREAS, water closets which can adequately be flushed with
less than four (4) gallons of water are available; and
WHEREAS, the County of Orange is presently studying a pro-
posal to amend Section 1001 of the Uniform Plumbing Code to permit
water closets with less than four (4) gallons of flushing capacity;and
WHEREAS, water is too precious a natural resource to be
wasted in meeting requirements which are not necessary.
NOW THEREFORE BE IT RESOLVED that the Board of Directors
of Orange County Waterworks District No. 4 does hereby urge the Orange
County Board of Supervisors to amend Section 1001 of the Uniform
Plumbing Code to read as follows:
"Except where not deemed necessary for safety or sanitation
by the Administrative Authority, each plumbing fixture shall
be provided with an adequate supply of potable running water
piped thereto in an approved manner, so arranged as to flush

and keep it in a clean and sanitary condition without danger
of backflow or cross -connection. Water closets shall be
flushed by means of an approved tank or flush-ometer valve.
Such tanks or valves shall have a sufficient water flushing
capacity so that no hazard, nuisance, or unsanitary condition
is evidenced."
BE IT FURTHER RESOLVED that the Clerk of the Board be and
is directed to forward a copy of this resolution to the Clerk of the

Board of Supervisors of the County of Orange.
