' A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN
JUAN CAPSITRANO, CALIFORNIA IN SUPPORT OF AND
ENCOURAGEMENT TO ESTABLISH CARPOOLING PROGRAMS
AT PUBLIC AND PRIVATE SCHOOLS WITHIN THE CITY OF SAN
JUAN CAPISTRANO
WHEREAS, traffic congestion is a tremendous challenge to the citizens of
San Juan Capistrano; and
WHEREAS, traffic congestion contributes to noxious gases and emissions
that degrade air quality; and
WHEREAS, traffic congestion causes delays and wastes dwindling petro
supplies; and
WHEREAS, school and student traffic contribute to AM peak hour traffic
congestion and mid-afternoon traffic; and
WHEREAS, carpooling has been proven to be an effective mean to manage
' traffic flow and help the environment;
NOW, THEREFORE, BE IT RESOLVED that the City of San Juan
Capistrano, hereby supports and encourages establishment of carpooling programs
in the City of San Juan Capistrano and in particular with student -related activities in
town for the reasons explained in the Agenda Report of November 20, 2007 -
Exhibit A.

BE IT FURTHER RESOLVED that the City of San Juan Capistrano
encourages active carpooling programs to help with overall traffic mobility and
reduced emissions and this action is in conformance with regional goals and
objectives.

RECOMMENDATION
By Motion, Adopt a Resolution Supporting the Use and Encouraging the Establishment
of Carpooling Programs at Public and Private Schools
BACKGROUND:
The most recognized benefits with carpooling are environmental and economical. For
each person in a carpool there is one less vehicle on the road polluting the environment.
' With fewer cars on the roads there will be fewer traffic jams and related collisions during
the rush hours, thus letting traffic flow better.
Carpooling also has an effect on the economics of the individuals who use it. Not only
do they use their own vehicle just once or twice a week, they also travel faster since
their cars are not blocking traffic during rush hours. The persons in a carpool also gain a
psychological perk as they have each other to talk to during the trip lack of stress from
driving during rush-hour conditions. Studies have shown that carpooling relieves stress
through its natural social interaction.
What is Carpooling?
• Carpooling is ridesharing of individuals who are going to the same destination.
• The amount of pollution an automobile emits and its fuel consumption are functions of
both the number of miles driven and the number of trips taken. Carpooling can reduce
both.
Why Carpool?
• Car pooling reduces the amount of hydrocarbons, nitrogen, oxides, carbon monoxide,
and carbon dioxide — all toxic particulates that affect the environment.
• Hydrocarbons and nitrogen dioxide combined form ozone commonly known as
.,smog". Ozone is an eye, nose, throat, and respiratory irritant.
• Carbon dioxide is a major contributor to global warming.
' • Carbon monoxide causes drowsiness, headaches, and lethargy and in extreme cases
can be fatal.
• Air pollution is a recognized contributor to respiratory disease and asthma, particularly
in children.

How Carpooling can reduce the Amount of Toxins Released into the Air?
Suppose parents of 125 students attending the same school who normally each drive
their 40 miles to school and back (10 miles each way and not uncommon for private
schools) decide to commute in pairs instead of driving alone. In two weeks' time, their
choice would have eliminated 25,000 miles of vehicle travel. They would not emit:
• 144 pounds of hydrocarbons
• 76 pounds of nitrogen oxides
• 1150 pounds of carbon monoxide
• 22,900 pounds of carbon dioxide
and you would save 1,162 gallons of gasoline.
Other ways to reduce air pollution beyond carpooling:
• Combine errands and drop-offs, pick-ups or other visits into a single trip.
• Drive to a central location and walk to your various destinations.
• Drive during off-peak, non -rush -hours to reduce time spent on the road.
• Use chartered buses and guided tours while on vacation instead of driving around on
your own.
• Walk, bike, and take a bus. Use your car only when necessary.
• Keep your auto properly tuned.
