Resolution Number 00-9-19-5RESOLUTION NO. 00-9-19-5 APPROVING CITY COUNCIL POLICY NO. 422 - STANDARDS FOR GRADING PROJECTS A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN JUAN CAPISTRANO, CALIFORNIA, APPROVING CITY COUNCIL POLICY NO. 422 - STANDARDS FOR GRADING PROJECTS TO MINIMIZE IMPACTS WHEREAS, grading projects in the City of San Juan Capistrano has the potential to impact adjacent properties with dust, dirt, erosion, construction noise, and other adverse impacts; and, WHEREAS, the topography and soil types that exist in San Juan Capistrano present special conditions, that if not addressed through the technical review and permit process, could impact the conditions of properties adjacent to project sites; and, WHEREAS, long term grading operations can create exposed slopes and land areas that present a negative visual appearance if not planted with erosion control ground cover; and, WHEREAS, to ensure that these issues described above are fully understood and addressed as early as possible in the development review process, it is the policy of the City Council of the City of San Juan Capistrano that the standards contained in Exhibit A, Council Policy No. 422, is hereby attached by reference to this resolution to be enforced through conditions of approval, grading permit plan check, inspection processing, establishment of minimum level grading bonds, and the conduct of grading operations once initiated. NOW, THEREFORE, BE IT RESOLVED, that the City Council of the City of San Juan Capistrano does hereby approve and adopt City Council Policy No. 422.
