Resolution Number CRA 91-6-4-3RESOLUTION NO. CRA 91-6-4-3 APPROVING THE CIVIC CENTER MASTER PLAN A RESOLUTION OF THE SAN JUAN CAPISTRANO COMMUNITY REDEVELOPMENT AGENCY, APPROVING THE CIVIC CENTER MASTER PLAN WHEREAS, the City of San Juan Capistrano and the San Juan Capistrano Community Redevelopment Agency entered into a Cooperative Agreement with the Capistrano Unified School District providing for the acquisition of the old Capistrano High School site; and, WHEREAS, on April 27, 1989, the old Capistrano High School site was conveyed to the Agency for the future development of a new Civic Center Complex; and, WHEREAS, as a part of this acquisition, an agreement was executed between the School District and Agency to prepare a Master Plan for the site; and, WHEREAS, the Agency, in accordance with this agreement, retained the services of the IBI Group to prepare a Civic Center Master Plan; and, WHEREAS, the IBI Group, in consultation with the Civic Center Working Group, prepared a draft Civic Center Master Plan which was submitted to the Agency; and, WHEREAS, the Agency, upon review of the draft Civic Center Master Plan, e.'erred the Master Plan to the City Council for review, comment and recommendation on September 4, 1990; and, WHEREAS, the City Council referred the draft Civic Center Master Plan to the Planning Commission, Design Review Commission, Traffic and Transportation Commission, Parks and Recreation Commission, and Cultural Heritage Commission who have reviewed and approved the Civic Center Master Plan; and, WHEREAS, the City's Environmental Review Board has considered the Initial Study and associated documents and has determined that the project will not have a significant impact upon the environment due to implementation of identified mitigation measures and has accordingly issued a Mitigated Negative Declaration and carried out all applicable provisions of the California Environmental Quality Act; and, WHEREAS, a Mitigation Program has been developed to ensure all environmental and other identified issues are mitigated to acceptable levels. NOW, THEREFORE, BE IT RESOLVED, that the San Juan Capistrano Community Redevelopment Agency, City of San Juan Capistrano, California, does hereby approve the Civic Center Master Plan. -1- BE IT FURTHER RESOLVED, that the San Juan Capistrano Community Redevelopment Agency certifies the issuance of the Mitigated Negative Declaration and approves the Mitigation Program.
