A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
SAN JUAN CAPISTRANO DECLARING THE URGENT NECESSITY
FOR A RECONSIDERATION OF ACCESS RIGHTS TO THE SAN
DIEGO FREEWAY WITHIN THE CORPORATE LIMITS OF THE
CITY AND SCHEDULE CONSIDERATION OF PROPOSED MODIFI-
CATIONS AND IMPROVEMENTS IN INTERCHANGES WITH THE
SAN DIEGO FREEWAY
WHEREAS, it is the understanding of the City Council of the City of San Juan
Capistrano that the California State Highway Commission and the State Division of
Highways contemplate the widening and improvement of the San Diego Freeway in the
vicinity of San Juan Capistrano; and
WHEREAS, there has long been a need for better interchanges and access to
said San Diego Freeway within the city limits of San Juan Capistrano; and
WHEREAS, theCity Council and its staff with the assistance and advice of its
City Engineer has reviewed and considered in detail the overall relationship of
interchanges and other features of the City street system and the San Diego Freeway
traversing the City of San Juan Capistrano from North to South; and
WHEREAS, as a result of such review and after full consideration of the pro-
blems involved which will benefit both the City and "through -traveling" public, the
City Council finds and recommends that the following matters should be given
immediate and full consideration by the California State Highway Commission and
the State Division of Highways:
1. Elimination of the off ramp from the southbound freeway lane onto
Camino Capistrano north of Junipero Serra.
2. Construction of the fourth leg of the "diamond" interchange at Junipero
Serra. (This will be necessary to compensate for the traffic which now
uses the off ramp onto Camino Capistrano.)
3. Complete study of the off and on ramp conditions of Valle Road. This
study would include the necessity of widening the San Juan Creek Road
undercrossing.
4. An evaluation of the tie-in of the Serra undercrossing with the frontage
road which would tie in with Valle Road.
5. The construction of a full interchange with Camino Las Ramblas tying in
with the location and design of the Coast Highway.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of San Juan
Capistrano that it urge and it does hereby urge the California State Highway
Commission and the State Division of Highways to give immediate study and consider-
ation to the proposed modifications and improvements and interchanges with the San
Diego Freeway as outlined in this resolution;
BE IT FURTHER RESOLVED that the City of San Juan Capistrano offer and it does

hereby offer the full assistance and cooperation of its City Council and staff to
work with the designated State or Federal entities involved to the end that design
criteria and ultimate planning may be accomplished at the earliest possible time;
AND BE IT FURTHER RESOLVED that the City Clerk be and he is hereby ordered and
directed to forward certified copies of this resolution to Governor Edmund G. "Pat"
Brown; Senator John R. Murdy, Jr.: California State Highway Commission; State Division
of Highways, Division VII; and the Bureau of Public Roads, Washington, D. C.
