Resolution Number 66-11-7-2299 RESOLUTION NO. 66-11-7-2 A RESOLUTION OF THE CITY CQNCIL OF THE CITY OF SAN JUAN CAPISTRANO REQUESTING AND URGING THE BOARD OF SUPERVISORS OF THE COUNTY OF ORANGE TO MAINTAIN STANDARDS OF CLEANLINESS UPON THE APPROACHES TO THE ORANGE COUNTY DISPOSAL STATION WHEREAS, in connection with the operation of the Orange County disposal station in the immediate vicinity of the City of San Juan Capistrano, both contract carriers and individuals have littered and continue to litter the streets of San Juan Capistrano as they approach or return from the County Dump; and WHEREAS, one of the principal streets in the City of San Juan Capistrano, namely, Camino Capistrano, has become the subject of much of the deposit of litter and has caused an unsanitary and unsightly condition in close proximity to the Santa Ana Freeway; and WHEREAS, inasmuch as the diret and debris left to blow about the streets and ways of the City of San Juan Capistrano would not be there but for the existence of the County Disposal Station near the City, the City of San Juan Capistrano has attempted, albeit unsuccessfully, to have the Orange County Disposal Department work out some method of both curbing the scatter of waste materials and assisting in cleaning up the area involved; and WHEREAS, the City Council finds that the origin of the filth and litter along its streets in the vicinity of the Orange County Disposal Station is caused by those using the same as the County Dump, and further finds that it should be the obligation of the County of Orange to share in the solution of said problem. NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of San Juan Capistrano, that it request and urge and it does hereby request and urge the Board of Supervisors of the County of Orange to take such immediate steps as may be necessary to have its Disposal Department clean up those streets in San Juan Capis- trano where the debris thereon is directly attributable to the use and occupancy of the Orange County Disposal Station. AND BE IT FURTHER RESOLVED, that the appropriate department or departments of the County of Orange be directed to contact the administrative staff of the City of San Juan Capistrano to the end that a cooperative effort be worked out before the present problem becomes one involving more serious detrement to the health and general welfare of the residents of the City of San Juan Capistrano.
