RESOLUTION NO. 65-6-28-7
RESOLUTION OF THE CITY OF SAN JUAN CAPISTRANO
AGREEING TO COORDINATE ENGINEERING STUDIES AND
DESIGN OF WORKS OF MUTUAL BENEFIT TO THE CITY
AND THE SAN JUAN CAPISTRANO SOIL CONSERVATION
DISTRICT FOR THE FISCAL YEAR 1965-1966; AND
AGREEING TO HAVE DONE UP.TO $10,500 WORTH OF
SUCH ENGINEERING STUDY AND DESIGN WORK WITHIN
THE TRABUCO AND SAN JUAN CREEK WATERSHEDS
WHEREAS, the City in part lies within the boundaries of the Trabuco and
San Juan Creek watersheds; and
WHEREAS, the City realizes that a study of the Trabuco and San Juan Creek
watersheds should be developed for the advantage of the property owners and
inhabitants located thereon; and
WHEREAS, the City realizes that the area upon which it can exercise police
power is limited, but that the area affected is great, and desires that a definitive
study concerning Trabuco and San Juan Creek watersheds be made relative to storm
and other surface waters engendered within their respective confines; and
WHEREAS, San Juan Capistrano Soil Conservation District has heretofore
obtained a conditional grant of money from the State of California, Department of
Natural Resources, Division of Soil Conservation, in the amount of $21,000 for the
purpose of making a comprehensive study of soil and water conservation measures
which are desirable within the Trabuco and San Juan Creek watersheds; and
WHEREAS, the State's funds are available only on condition that a local
agency contributes toward the study, in money or services, on the basis of one
dollar for each two state dollars; and
WHEREAS, it is mutually desirable to coordinate the planning studies of the
City and the District and avoid duplication of engineering work; and
WHEREAS, the contribution of engineering work will be acceptable to the
State Division of Soil Conservation for a Soil Conservation District to obtain said
grant of money.
NOW, THEREFORE, BE IT RESOLVED AS FOLLOWS:
1. The City Agrees to have done under its jurisdiction, up to $10,500
worth of new engineering work within the Trabuco and San Juan Creek watershed, which
shall consist of local drainage studies and engineering design of drainage works,
hydrology studies, water quality data, future population estimates, predicted land
use, flood preventive measures, and waste water reclamation studies.
2. It is the intent of this resolution that both parties shall work in
close cooperation with each other in order to avoid duplication of effort and to
achieve the best technical solution to the many problems presented. It is agreed
that District's consulting engineer and the City's engineer shall cooperate with

each other in matters related to flood control, water supplies, water conservation,
and each shall freely make available to the other at all times all available
information, studies, plans and data.
3. Soil Conservation District shall upon the completion and acceptance of
the comprehensive report furnish a copy of said report to the City.

San Juan Capistrano held June 28, 1965, by the following vote:
