A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF SAN JUAN CAPISTRANO URGING THE
FLOOD CONTROL DISTRICT TO EXPEDITE REPAIR
AND IMPROVEMENT OF SAN JUAN CREEK CHANNEL
AND URGING THE INVOLVEMENT OF THE CORPS
OF ENGINEERS THEREIN.
WHEREAS, as a result of the rains and floods of the
winter of 1968-69, substantial damage was done to the Oso, Tra-
buco and San Juan Creeks in the vicinity of San Juan Capistrano
and caused great damage to the public utilities under the jur-
isdiction of the City; and
WHEREAS, the floods of January and February deposited
great amounts of excess silt debris and other extraneous matter
in the San Juan Creek channel; and
WHEREAS, the aforesaid floods ripped out approximately
1200 feet of improved channel and caused two serious wash -outs
of the main communtiy land outfall sewer due to the break in the
levee; and
WHEREAS, such sewer break exposed the entire area of
lower San Juan Creek to public health hazards and a polution of
the beaches as far south as the Summer White House; and
WHEREAS, great damage still exists insofar as the flood
control facilities are concerned in that, for example, there re-
mains excessive silting in the San Juan Creek channel as it
flows to the sea; and
WHEREAS, failure to repair and improve the flood control
facilities prior to the next rains will not only cause extensive
damage to the property of the City of San Juan Capistrano but
to the lives and properties of the citizens in the area, particularly
the San Juan Capistrano Water Pollution Control facility and the
new $700,000.00 municipal sewer facility which are exposed to total
destruction in the event the usefulness of the channel is not fully
restored; and
WHEREAS, the joint efforts of the Orange County Flood
Control District and the Corps of Engineers should be immediately

directed to the repair and improvement of said channel to protect
the property, health and welfare of residents of the City, and the
surrounding communities.
NOW THEREFORE, BE IT RESOLVED by the City Council of the
City of San Juan Capistrano that it urge and it does hereby urge
the Orange County Flood Control District to apply a high priority
to, and to expedite the performance of its District to do the
complete repair and improvement of the flood control channels in _
the vicinity of the City and between the city of San Juan Cap-
istrano and the Pacific Ocean.
BE IT FURTHER RESOLVED that Orange County Flood Control
District be and it is hereby requested and urged to persuade the
Corps of Engineers to participate in and to expedite such work of
repair and improvement.
AND BE IT FURTHER RESOLVED that a copy of this resolution
be forwarded to the City of San Clemente requesting that it forward
a similiar resolution to the Orange County Flood Control District
towards the end of preventing ocean pollution along the beaches of
San Clemente to the San Diego county line, and copies to the Cap-
istrano Beach Sanitary District and Dana Point Sanitary District.
The foregoing Resolution is approved and signed by me this
13th day of August, 1969.
