Resolution Number 68-12-9-2W RESOLUTION NO. 68-12-9-2 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN JUAN CAPISTRANO URGING UPON THE CALIFORNIA HIGHWAY COMMISSION THE NEED FOR ACCESS FROM INTER- STATE ROUTE 5 TO AND FROM CAMINO LAS RAMBLAS WHEREAS, the City of San Juan Capistrano has heretofore pre- sented to the California Highway Commission its resolution urging the need for access from Interstate Route 5 to and from Camino Las Ramblas; and WHEREAS, in reaction to said earlier resolution the said High- way Commission did by its resolution give favorable consideration to the construction of an interchange at Camino Las Ramblas to ful- fill such need for access; and WHEREAS, since said earlier resolution of the City of San Juan Capistrano and the reaction thereto by the California Highway Commission a change in status of project'sand circumstances within the area have increased and augmented the need for access from Interstate Route 5 to and from Camino Las Ramblas; and WHEREAS, the matters of material and substantial impact increasing such need for access are, among others: (1) The impact of the establishment of the North American - Rockwell plant in the area; (2) The impact of the development and completion of Dana Point Harbor with its demand on access; (3) The impact of the completion of the.expansion of Interstate Route 5 from the Laguna turnoff.to San Juan Capistrano and the join- ing of the San,Diego Freeway with Interstate Route 5; (4) The impact of the establishment of TRW and the development of Autonutronics Division of Philco Ford to the east of San Juan Capistrano; (5) The impact of the adoption of Route 1, Coastal Freeway which directly effects the access problems in the area of the Camino Las Ramblas interchange; (6) The impact of the completion of the Darmi development of Tract 4678, 5125 and 6244 with a potential development of 227 families directly served by the Camino Las Ramblas interchange; and (7) The impact of the use of the Camino Las Ramblas interchange by a substantial number of residents of the City of San Clemente in serving the northerly fringe of said City as well as a large number of residents in unincorporated territory of the County of Orange. NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of San Juan Capistrano that it urge and it does hereby urge upon the California Highway Commission that it, in consideration of the elements of need heretofore established and in further consideration of the seven new elements of substantial impact increasing the need for such access, establish as a part of its current developments the construction of the Camino Las Ramblas interchange to fulfill the urgent need for access from Interstate Route 5 to and from Camino Las Ramblas.
