A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
SAN JUAN CAPISTRANO URGING THE PRESERVATION OF
POLITICAL INTEGRITY OF THE COUNTY OF ORANGE IN
THE FORMULATION OF ANY REAPPORTIONMENT PLAN.
WHEREAS, the Supreme Court of California has retained juris-
diction to reapportion the legislative districts following the failure
of the State to do so in 1971; and
WHEREAS, the Supreme Court has appointed Masters to hold
hearings and present recommendations for enactment by judicial deter-
mination by August 31, 1973, if a legislative solution has not been
reached; and
WHEREAS, the Supreme Court has stated it wishes to afford an
opportunity for all persons to be heard concerning the possible
criteria to be used in the reapportionment by the Court, in addition
to mandatory equality of numbers represented; and
WHEREAS, Orange County is not only a viable political entity
but the second and most populous county of the State with in excess
of one and one-half million citizens; and
WHEREAS, these citizens live in twenty-six incorporated cities
and the unincorporated area in a spirit of great common interest; and
WHEREAS, Orange County is geographically unified, undivided
by mountain ranges, rivers, or other barriers; and
WHEREAS, Section 6 of Article IV of the Constitution of the
State requires contiguity of territory and a policy against the un-
necessary division of cities or counties; and
WHEREAS, the citizens of Orange County are entitled to be
represented by three Senators and six Assemblymen;
NOW, THEREFORE, BE IT RESOLVED that the Supreme Court, and
the Honorable Masters appointed to develop the criteria, are hereby
respectfully requested to preserve, insofar as possible, the political
integrity of Orange County and its cities by minimizing any crossing
of its boundaries to describe the reapportioned districts, and to
maximize the location of Congressional, Senatorial, and Assembly
Districts within the boundaries of Orange County.
PASSED, APPROVED AND ADOPTED this 11th day of June, 1973,
