RESOLUTION NO. 73-3-26-2
A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF SAN JUAN CAPISTRANO AMENDING THE
CLASSIFICATION PLAN OF THE PERSONNEL RULES.
WHEREAS, Section 2 of Rule V of the Personnel Rules of
the City of San Juan Capistrano provides that the Classification Planl
may be amended from time to time by resolution of the City Council;
and
WHEREAS, the orderly administration of the affairs of the
City requires the addition of a certain job classification and the
modification of the job description of another, and a change in cer-
tain pay ranges.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the
City of San Juan Capistrano that:
1. The position of GRADE IV TREATMENT PLANT OPERATOR,
Salary Range 20.5 ($630.00 to $773.00) be and is hereby added to the
Employees' Classification Plan of the City of San Juan Capistrano.
2. The job description for the aforesaid position, as
set forth in Exhibit "A" attached hereto, be and is hereby adopted.
3. A new job description for the Director of Public
Works, as set forth in Exhibit "B" attached hereto be and is hereby
adopted.
4. The pay range for the Director of Public Works be and
is hereby changed from Range 31 ($1,084.00 to $1,340.00) to Range
39.5 ($1,705.00 to $2,114.00).
5. The pay range for the position of Assistant Planner
be and is hereby changed from Range 25.5 ($814.00 to $1,003.00) to
Range 26.5 ($857.00 to $1,056.00).
PASSED, APPROVED AND ADOPTED this 26th day of March, 1973,
by the following vote, to wit:

JOB DESCRIPTION
GRADE IV TREATMENT PLANT OPERATOR
DEFINITION
Under direction to operate a sewer treatment plant; to make
adjustments and repairs to plant equipment, and to do related
work as required.
EXAMPLES OF DUTIES
Operates all plant equipment such as pumps, valves, electrical
motors, filters and large stationary pump engines; greases and
changes oil on pumps, motors, and engines; sterilizes equipment,
maintains quarters and grounds in a clean and sanitary con-
dition; cleans tanks and other equipment; makes laboratory tests
for chlorine residual of sewage and effluent; tests sewage and
effluent for oxygen; makes other tests of effluent and activated
sludge;,reads meters and gauges and regulates flow of raw and
treated sewage between the various stages of the treatment
process; prepares reports as to the efficiency of plant operation
as determined by the laboratory tests and as required by other
regulatory agencies; logs events and procedures of plant opera-
tion; makes repairs and adjustments to operating equipment and
calls for assistance in the event of serious breakdown; assigns
and does assigned skilled labor and clerical work necessary and
incidental to plant operation and maintenance.
LICENSE
Possession of a valid and appropriate California drivers license;
a Grade IV Treatment Plant Operator's Certificate.
DESIRABLE QUALIFICATIONS
Knowledge of;
Operation of pumps, electric motors, gas engines, sophisticated
electric panels and similar equipment; proper methods of lubri-
cating, repairing and maintaining equipment; all sewage treatment
processes.
Ability to
Read and interpret gauges and recording devices reflecting plant
operations;
Make standardized tests;
Keep routine records;
Understand and carry out oral and written directions;
Work effectively with those contacted in the course of the work.

Experience•
One year's experience in plant operation or related work
before having obtained Grade IV Operator Certificate.
Education:
Equivalent to graduation from High School.

DIRECTOR OF PUBLIC WORKS
DEFINITION
Under administrative direction, to plan, organize and direct a
Department of Public Works, including municipal engineering
services. Responsible for planning, construction and mainten-
ance of municipal public works. To have responsible charge of
:the maintenance and repair of equipment and public works facili-
ties, and to do related work as required.
EXAMPLES OF DUTIES
Plans, organizes and directs the activities of the Public Works
Department, including municipal engineering, street maintenance
and construction, sanitary sewer maintenance, sewer treatment,
construction inspection, building maintenance and weed abatement.
Act as"City's agent for federal and state grant programs. Evalu-
ates the need for and develops plans and schedules for long range
public works programs. Organizes available resources for the
maintenance, improvement and repair of public works facilities
and City equipment. Compiles estimates, contract provisions and
specifications. Negotiates agreements with developers, engineers,
property owners, contractors and other agencies for the right of
way, easements, financial participation and work sharing. Confers
with the City Manager and various public groups on proposed pro-
jects and improvements. Confers with subordinates on the construc-
tion, repair and maintenance of public works facilities. Passes
on problems of design, materials and processes proposed in con-
nection with new construction or major repairs. Supervises the
maintenance of files and records of departmental activities.
Prepares and administers the Public Works departmental budget.
Prepares and presents regular and special oral and written reports.
Attends all City Council meetings.
DESIRABLE QUALIFICATIONS
Knowledge of•
1. Formal knowledge of civil engineering standards, methods and
practices related to private and public development.
2. Methods of preparing designs, plans, specifications, estimates,
reports and recommendations relating to proposed public works
facilities.
3. Principles and practices of maintenance and construction as
applied to municipal public works.
4. Technical, legal, financial and public relations problems,
involved in the conduct of a municipal public works program.
Ability to:
1. Apply civil engineering standards, requirements and specifica-
tions to proposed private and public development.

Experience
Five years experience in municipal public works, minimum of three

capacities. Practical engineering experience highly desirable.

BS Degree in Civil Engineering. Registration with State of
California desirable but not required,
