Resolution Number 72-3-13-6225 RESOLUTION N0, 72-3-13-6 RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN JUAN CAPISTRANO DECLARING ITS INTENT TO ESTABLISH COMMUNITY GROWTH POLICY AND TO CREATE A COMMITTEE ON THE IMPACT OF DEVELOPMENT WHEREAS, there is a continuing concern among the City Council and many other citizens of San Juan Capistrano that rapid growth, technological change, and the mounting burden of property taxes create pressures which are both detrimental to effective planning and divisive of groups within the community; and WHEREAS, the City Council continues to believe that master planning is an important factor in achieving the present and future welfare of the citizens of the City; and WHEREAS, the Council further believes that all master plans should be dynamic instruments, subject to periodic review and updating based: on the City's past experience, on the present and future needs of its citizens, on recent developments in technology, and on modern planning concepts and techniques; and WHEREAS, the Council continues to seek ways to utilize the many talents of its citizenry by involving them in the decision-making process. NOW THEREFORE, BE IT RESOLVED 1. That an additional full-time staff member with background in urban economics be hired for the Planning Department as soon as possible, using reserve funds if PEP funds are not available; That as soon as the person assigned to this new position is oriented, one of his duties should be an analysis of the cost of extending City services in relation to the income to the City for various types of development. That further planning staff needs which may arise in the near future be met by some other means than permanent staff. 2. That the Planning Commission be directed to give priority consideration to an updating of the Land Use Element of the General Plan. 3, That the City attempt to get written confirmation of the nature and status of any improvements planned for the Ortega Highway, 4. That the Council delay any hearings on zoning or annex- ation until after the voters of the City have had a chance to voice their wishes on Council composition and the establishments of a parks program at the April 11, 1972 municipal election. 5. That the City Council create a Committee on the Impact of Development. 6. That the Council requests that all citizens of San Juan Capistrano recognize the need for a balanced community, and that they work with the Chamber of Commerce and other civic groups to strengthen the commercial, industrial, and tourist sectors of our economy in ways appropriate to the character and history of the City, which are essential to provide the necessary support for the planning and services required by the residents of the City.
