RESOLUTION NO. 74-7-17-2
RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF SAN JUAN CAPISTRANO URGING
THE LEGISLATURE OF THE STATE OF
CALIFORNIA TO ADOPT LEGISLATION FOR
THE HOLDING OF A SPECIAL ELECTION FOR
THE ELECTION OF A MEMBER OF THE BOARD
OF SUPERVISORS FOR THE FIFTH SUPERVI-
SORIAL DISTRICT OF THE COUNTY OF ORANGE
WHEREAS, a tragic turn of events has left the Fifth
Supervisorial District of the County of Orange without a Supervi-
sor; and
WHEREAS, the City of San Juan Capistrano, in mourning
the loss of an able leader, is critically aware of the continuing
need of adequate representation on the Board of Supervisors; and
WHEREAS, this City Council is especially concerned
that the new member be truly a representative of the voters of the
entire Fifth Supervisorial District; and
WHEREAS, any gubernatorial appointment to such an
important position will not necessarily reflect the will of the
citizens entitled to make the ultimate choice; and
WHEREAS, this City Council believes that such appoint-
ments normally tend to establish the appointee as an incumbent;
and
WHEREAS, the City of San Juan Capistrano further be-
lieves that the selection of a successor should properly be made
at a special election to fill a full four-year term.
NOW, THEREFORE, BE IT RESOLVED that the City Council
of the City of San Juan Capistrano does hereby urgently petition
and request the legislature of the State of California to pass and
adopt special legislation providing for the election of a super-
visor for the Fifth Supervisorial District by election of the
populace.
BE IT FURTHER RESOLVED that such legislation provide
that such an election be held prior to any interim appointment and
that the term of office be for a full four-year term.

BE IT FURTHER RESOLVED that the City Clerk be and is
hereby directed to send a copy of this resolution to the Board of
Supervisors of the County of Orange and to Senator Dennis Carpenter
and Assemblyman Robert Badham.
PASSED, APPROVED and ADOPTED this 17th day of July,
1974, by the following vote, to wit:
