RESOLUTION NO. 74-7-3-3
A RESOLUTION OF THE CITY COUNCIL OF SAN
JUAN CAPISTRANO APPROVING THE APPLICATION
FOR 1974 STATE GRANT FUNDS FOR THE
DEVELOPMENT OF LONG PARK
WHEREAS, the people of the State of California have
enacted the "State Beach, Park, Recreational, and Historical
Facilities Bond Act of 1974" which provides funds to the State
of California and its political subdivisions for acquiring lands
and developing facilities for public outdoor recreation and
historical purposes; and
WHEREAS, the State Department of Parks and Recreation has
been delegated the responsibility for the administration of the
program within the State, setting up necessary procedures governing
epplication by local agencies under the program; and
WHEREAS, said procedures established by the State
Department of Parks and Recreation require the applicant to
certify by Resolution the approval of applications prior to
submission of said applications to the State; and
WHEREAS, said applications contain assurances that the
applicant must comply with; and
WHEREAS, said procedures further require the q:)plicant to
possess an adopted plan showing Parks and Recreation Lands and
Facilities, existing and proposed; and
WHEREAS, the City's General Plan was first adopted on
June 8, 1970; and
WHEREAS, the City has adopted a revised Open Space and
Conservation Element of the General Plan which shows the Long Park
Site as Open Space; and
WHEREAS, the City has adopted a Conceptual Land Use
Element revision to the General Plan which shows the Long Park
Site as Open Space; and
WHEREAS, the City is in the process of developing a
revised Parks and Recreation Element of the General Plan, the
draft of which designates the Long Park Site as a neighborhood
park; and
WHEREAS, the City has accepted the dedication of the
Long Park Site specifically for park purposes; and
WHEREAS, the proposed Long Park Project is consistent
with the California Outdoor Recreation Resources Plan and is in
conformity with the State Environmental Goals and Policy Report;
and
WHEREAS, the project must be compatible with the Land
Use Plans ofthose jurisdictions immediately surrounding the project.
NOW, THEREFORE, BE IT RESOLVED that the City Council
hereby:
(1) Approves the filing of an application for 1974 State
Grant assistance; and
(2) Certifies that said agency understands the assurances
in the application; and

(3) Certifies that said agency has or will have sufficient
funds to operate and maintain the project; and
(4) Certifies that said agency meets the planning
requirements and that the project is compatible with the Land Use
Plans of those jurisdictions immediately surrounding the project;
and
(5) Appoints the Director of Planning as agent of the
City to conduct all negotiations, execute, and submit all documents
including but not limited to applications, agreements, amendments,
payment requests, and so on which may be necessary for the completion
of the aforementioned project.

by the following vote, to wit:
