Resolution Number 74-7-3-2217 RESOLUTION NO. 74-7- 3-2 RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN JUAN CAPISTRANO URGING THE STATE DEPARTMENT OF BEACHES AND PARKS TO UTILIZE A LARGER PORTION OF DOHENY STATE PARK FOR OPEN BEACH WHEREAS, the unprecedented population growth in South Orange County has materially reduced the proportionate area of open beaches; and WHEREAS, this Council believes that the open beach is a precious natural resource which ought to remain open and acces- sible; and WHEREAS, a large portion of Doheny Park Beach is, because of its rocky condition, unavailable for use and enjoyment for many days during the summer; and WHEREAS, it is the understanding of this City Council that the State of California, in its proposed expansion of Doheny State Park, plans to utilize two-thirds of the newly acquired beach area for the use of campers and the remaining one-third for open beach use; and WHEREAS, the expansion of camper facilities will, in our opinion, tend to further restrict the availability of open beaches for the general use and enjoyment of the public; and WHEREAS, this Council further believes that open beaches and the availability thereof should be expanded and increased and not restricted. NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of San Juan Capistrano does hereby respectfully urge the State Department of Parks and Beaches to reconsider their proposal and to utilize and maintain a larger portion of the newly acquired ocean front property as open beach for the general enjoyment of the people of all of South Orange County. 218 PASSED, APPROVED and ADOPTED this 3rd day of July, 1974 by the following vote, to wit: AYES: COUNCILMEN: Sweeney, Weathers, Nash, Heckscher and Mayor Byrnes NOES: COUNCILMEN: None ABSENT: COUNCILMEN: None Mayor of the City STATE OF CALIFORNIA ) COUNTY OF ORANGE ) ss.
