RESOLUTION NO. 74-5-13-4
RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
SAN JUAN CAPISTRANO ESTABLISHING A TRAFFIC
AND TRANSPORTATION COMMITTEE
WHEREAS, the impact of vehicular traffic upon the streets
and highways of San Juan Capistrano has materially affected the
public health, safety and welfare of its citizens; and
WHEREAS, this City Council deems that an advisory commit-
tee on traffic and transportation could provide valuable data and
recommendations relating to existing traffic conditions, proposed
traffic regulations, and the general improvement of circulation
and traffic safety in the City of San Juan Capistrano.
NOW, THEREFORE, BE IT RESOLVED that the TRAFFIC AND
TRANSPORTATION COMMITTEE OF THE CITY OF SAN JUAN CAPISTRANO, com-
prised of seven (7) members be and is hereby established to
accomplish the following functions:
(1) Review and assessment of the circulation element of
the General Plan.
(2) Preparation of a traffic ordinance.
(3) Be the coordinating agency from the City on regional
transportation systems.
(4) Receive studies and make recommendations to City
Council on local traffic matters. These could
include speed regulations, pedestrian crossings,
bike trails, traffic signalization, parking regula-
tions, and other regulatory traffic controls.
(5) Development of a plan for setting priorities for
future street improvements.
(6) Provide guidelines to the City Council on all
traffic and transportation matters.
PASSED, APPROVED AND ADOPTED this 13th day of May, 1974,
by the following vote, to wit:
AYES: Councilmen Sweeney, Weathers, Nash, Heckscher
and Mayor Byrnes
