Resolution Number 74-4-22-2129 RESOLUTION NUMBER 74-4-22-2 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF' SAN JUAN CAPISTRANO, CALIFORNIA OPPOSING ASSEMBLY BILL 2942. WHEREAS, AB 2942 would reduce the city and county share of motor vehicle license fee revenue (in lieu tax) by 5%; and WHEREAS, the funds from the 5% reduction amounting to approxi- mately $15 Million, would be transferred to a special account in the General Fund of the State to pay the claims of certain counties with population under 50,000 for damages and costs estimated by the board of supervisors of each such county to be caused by the activities of tourists in such county; and WHEREAS, while the City of San Juan Capistrano empathizes with these jurisdictions,until an equitable plan is devised to allow for similar reimbursements to all jurisdic- tions for the same damages and costs caused by tourists to their facilities, the City of San Juan Capistrano cannot support AB 2942; NOW, THEREFORE, BE IT RESOLVED that the City Council of the City Of San Juan Capistrano, California hereby opposes Assembly Bill 2942. BE IT FURTHER RESOLVED that the City of San Juan Capistrano respectfully requests the State Assembly Committee on Revenue and Taxation to study the problems of all city and county juris- dictions who experience damages and increased costs from the influx of tourists.
