Resolution Number 73-12-3-1KE':OLUTION NO. 73-12-3-1. A RESOLUTION OF THE CITY OF SAN JUAN ` CAPISTRANO ESTABLISHING A COMMITTEE OF STAFF AND COUNCIL TO MEET WITH APPRO- PRIATE GOVERNMENTAL AND UTILITY REP- RESENTATIVES, TO COLLECT AND EVALUATE DATA ON THE EFFECT OF ENERGY SHORTAGES ON THE CITY AND ITS FUTURE GROWTH. AND TO i,bRMULATE APPROPRIATE RECO:dMENDATIONS FOR FUTURE ACTION BY THE CITY COUNCIL. WHEREAS, the President of the United States has declared that a serious energy shortage exists within the United States, and WHEREAS, the President has called upon all citizens and public and private agencies, to begin a program of voluntary con- servation of fuel, and WHEREAS, the President has submitted a program of man- datory controls to Congress for its approval which would require severe cutbacks in the energy available to cities for the provision of services to their citizens, and WHEREAS, the City of San Juan Capistrano is already com- mitted to provide additional services for many new commerical, industrial and residential buildings already underway in the in the City, and WHEREAS, each additional building program approved within the City will render more severe the restriction of City services to the City's present citizens, and WHEREAS, further new residential development will cause a similar problem in regard to the services provided by the Capistrano Unified School District, especially in respect to the provision of bus transportation, and WHEREAS, the City of San Juan Capistrano needs a period of time within which to study the implications and restrictions of the energy crisis and to formulate the plans necessary for the implemen- tation of the best possible services to its citizens, NOW, THEREFORE, BE IT RESOLVED THAT: The City establish a committee of staff and council to meet with appropriate govenrmental and utility representatives, to collect and evaluate data on the effect of energy shortages on the City and its future growth, and to formulate appropriate recommendations for future action by the City Council.
