RESOLUTION OF THE CITY COUNCIL OF SAN JUAN
CAPISTRANO URGING THE ORANGE COUNTY BOARD
OF SUPERVISORS TO MAINTAIN A COMPREHENSIVEy
COORDINATED AND EFFECTIVE COUNTY PLANNING
DEPARTMENT.
WHEREAS, it has been reported that the Orange County
Board of Supervisors will consider a plan to reorganize and re-
structure the Orange County Planning Department and Staff; and

WHEREAS, the discipline of planning is placing an in-
creasing emphasis on the need for multi -jurisdictional coordination
and comprehensive analysis particularly in assessing the impact
of urban/systems upon our natural environment; and
WHEREAS, the County of Orange is experiencing a high
rate of urbanization and that during this period it is necessary
that one centralized agency of the County be able to interlace
vision and imagination with the accomplishment of daily decision
making in order to provide the sensitivity which shall insure
wiser decisions in regard to land use; and
WHEREAS, balanced and judicious allocation of the re-
maining unincorporated territory in the County for development
and open space needs requires a long range and comprehensive
County Planning effort by a strong and effective planning staff .
which will provide direction and coordination of all County
activities related to growth and development; and
WHEREAS, any attempt to fragment and decentralize Orange
County planning functions throughout a multitude of County de-
partments could result in invisible, uncoordinated County planning -
efforts which would be unresponsive to the needs of the County and
City residents alike.
NOW, THEREFORE, BE IT RESOLVED, that the Cit -r of San -•
Juan Capistrano encourages the Board of Supervisors of Orange
County, in its deliberations on the future staff and organization
of the County Planning Department to maintain a highly visible,
professional, and comprehensive Department capable of long range
planning and implementation of effective land use controls; and
BE IT FURTHER RESOLVED, that the Board of Supervisors
is requested to reject any proposal which will decentralize•the
functions of the Orange County Planning Department; and
BE IT FURTHER RESOLVED, that the City of San Juan Capis-
trano recommends the establishment of an advisory committee con-
sisting of representatives of cities and county communities, who
are vitally affected by the reorganization of the Planning De-
partment, to assist the Board of Supervisors in their deliberations;
and
BE IT FURTHER RESOLVED, that the City of San Juan Capis-
trano encourages other cities and communities in the County of
Orange to make known their desires for a strong, centralized,
effective County Planning Program to the Board of Supervisors.
PASSED, APPROVED AND ADOPTED this 5th day of November,
1973, by the following vote, to wit:
