Resolution Number 73-10-29-2RESOLUTION NO. 73-10-29-2 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN JUAN CAPISTRANO OPPOSING THE LOCATION OF A REFUSE DISPOSAL SITE AT PRIMA DESCHECHA CANADA CANYON. WHEREAS, this City Council has by its Resolution No. 73-10-29-1 rescinded Resolution No. 71-11-8-2; and 59 WHEREAS, the City Council of the City of San Juan Capis- trano had previously expressed its support of the proposal of the County of Orange to locate a refuse disposal site at Prima Deschecha Canada Canyon, and did, accordingly, adopt Resolution No. 71-11-8-2 setting forth the conditions of such approval; and WHEREAS, it appears to the City Council that the County of Orange has failed to abide by its promises and representations made in connection with the aforesaid proposal, Resolution No. 71-11-8-2 was rescinded; and WHEREAS, it further appears to the City Council that the location of a refuse disposal site at Prima Deschecha Canada Can- yon in the manner contemplated will have major adverse effects and consequences upon the City of San Juan Capistrano. NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of San Juan Capistrano does hereby oppose the location of a refuse disposal site at Prima Deschecha Canada Canyon. BE IT FURTHER RESOLVED that the County of Orange be and is hereby respectfully requested to suspend all plans for the location of a refuse disposal site at Prima Deschecha Canada Can- yon, and to provide the City of San Juan Capistrano with the following items prior to proceeding any further with plans for the development of the aforesaid disposal site: 1. Detailed plans of development, including access routes as well as the site itself. 2. Comprehensive environmental impact report which shall include the future of Coyote Canyon Disposal site, and effects of the disposal site upon the entire area inclu- ding the City of San Juan Capistrano, and the justification of the Prima Deschecha Canada Canyon as a refuse site. 3. Representatives of the Board of Supervisors and the County Road Department to meet with the City of San Juan Capistrano and the City of San Clemente to coordinate all future plans. BE IT FURTHER RESOLVED that the City Clerk be and is hereby directed to forward a copy of this Resolution to the Clerk of the Board of Supervisors of Orange County.
