Resolution Number 76-3-17-2RESOLUTION NO. 76-3-17-2 4t. ' COMMENDING ROY L. BYRNES A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN JUAN CAPISTRANO, CALIFORNIA WHEREAS, Roy L. Byrnes, has, ever since his election to office as Councilman for the City of San Juan Capistrano in April 1972, undertaken his duties conscientiously and effectively; and WHEREAS, Roy L. Byrnes served in the capacity of Mayor for two consecutive terms, from April 1973, to March 1975, and displayed outstanding leadership qualities and wisdom; and WHEREAS, during his four years as Councilman, Roy L. Byrnes helped lay the groundwork and chart the course for the adoption of the General Plan for the City of San Juan Capistrano and has diligently promoted the goals therein; and WHEREAS, Roy L. Byrnes spearheaded the causes of recre- ation, open space and cultural preservation in the City; and WHEREAS, Roy L. Byrnes was instrumental in bringing the American Freedom Train to the City of San Juan Capistrano in observance of the Bicentennial celebration of both the United States and the City of San Juan Capistrano; and WHEREAS, Roy L. Byrnes is noted for his "words of wisdom", and has always been an eloquent spokesman for all matters affecting the welfare of the City and its citizens; and WHEREAS, Roy L. Byrnes has demonstrated unique qualities of leadership and wisdom and is held in high esteem among his peers; and WHEREAS, Roy L. Byrnes completed his term of office March 1976, and left an important mark in the governance of the City of San Juan Capistrano. NOW, THEREFORE, BE IT RESOLVED that the City of San Juan Capistrano does hereby express its appreciation to Roy L. Byrnes in recognition of his many contributions to the City as Councilman and Mayor, and offer him their commendation for out- standing service to the community.
