RESOLUTION NO. 76-2-4-1
BUSINESS LICENSE CLERK
A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF SAN JUAN CAPISTRANO, CALIFORNIA, AMENDING
RESOLUTION NO. 72-1-19-1, THE CITY'S CLASSI-
FICATION AND SALARY PLAN
WHEREAS, Section 2 of Rule V of Resolution No. 72-3-27-3,
the Personnel Rules of the City of San Juan Capistrano, provides
that the Classification and Salary Plan may be amended from time
to time by resolution of the City Council; and
WHEREAS, the orderly administration of the affairs of
the City requires the addition of a certain job classification
and salary range to the existing Classification and Salary Plan
of the City of San Juan Capistrano.
NOW, THEREFORE, BE IT RESOLVED by the City Council of
the City of San Juan Capistrano that the position of Business
License Clerk be created and the following job description adopted
therefor:
Definition
Under general direction, to interpret the business
license requirements to the public; to be responsible
independently to issue business licenses, and collect
license fees. To perform a wide variety of clerical
and typing work requiring specialized knowledge and
involving broadly defined policies and procedures in
assisting a. department head in the conduct of complex
office procedures and details; and to do related work
as required.
Class Characteristics
Positions at this level are characterized by responsi-
bility for a complex and important function or subject
matter area. Employees must have sufficient knowledge
to be the primary reference source on that subject, to
handle the more difficult clerical problems and to
plan and conduct the function with the exercise of a
high degree of independent judgment.
Examples of Duties
Interprets the business license ordinance, reviews
license applications, issues business licenses, and
collects required fees; advises and gives information
on how to comply with the ordinance; issues renewal
notices, does follow-up work on delinquent licenses
and applications; prepares cash receipt forms; main-
tains files, records, and lists of businesses operating
in the City; gives information to the public.
Plans, schedules and performs a variety of complex
clerical work related to the function to which assigned;
screens telephone calls and mail, giving information
where judgment, knowledge and interpretation of policies,
procedures and regulations are necessary; types letters,
memoranda and reports on a variety of matters with a
minimum of instruction; prepares agenda materials in
accordance with established practices; maintains files
and records related to the operations of the office to
which assigned; relieves the superior of routine oper-
ating details; serves as deputy City Clerk, deputy
registrar of voters, and notary public; performs related
work as required.

Desirable Qualifications
Knowledge of: Modern office methods, equipment, pro-
cedures and filing systems, business English, spelling,
arithmetic, vocabulary, and record keeping procedures;
considerable knowledge of general municipal operations
and organization.
Ability to: Interpret laws and regulations for business
licenses and to apply them to specific situations;
ability to use good judgment and to evaluate situations
and people; to perform responsible clerical work as
described above; type from clear copy at a corrected
rate of 50 words per minute; ability to operate a
variety of standard office equipment; ability to follow
oral and written instructions and to meet deadlines;
establish and maintain effective working relationships
with others; meet and deal with the public in situations
requiring tact and poise.
Experience: Two years of progressively responsible
experience in clerical work, including contact with the
public.
Education: Equivalent to graduation from high school,
including or supplemented by courses in office methods
and techniques.
BE IT FURTHER RESOLVED that the above addition and amend-
ment be effective February 4, 1976.
