Resolution Number 76-1-7-2355 RESOLUTION NO. 76-1-7-2 DIRECTOR OF PLANNING A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN JUAN CAPISTRANO, CALIFORNIA, AMENDING RESOLUTION NO. 72-1-19-1, THE CITY`S CLASSI- FICATION AND SALARY PLAN WHEREAS, Section 2 of Rule V of Resolution No. 72-3-27-3, the Personnel Rules of the City of San Juan Capistrano, provides that the Classification and Salary Plan may be amended from time to time by resolution of the City Council; and WHEREAS, the orderly administration of the affairs of the City requires the addition of a certain job classification and salary range to the existing Classification and Salary Plan of the City of San Juan Capistrano. NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of San Juan Capistrano that the Job Description for the position of Director of Planning be amended, as follows: Definition Under general direction, to coordinate and supervise City planning operations; to provide staff assistance to the Planning Commission; to assist in implementing the General Plan for the physical, aesthetic and cultural development of the City; and to do related work as required. Examples of Duties Provide staff assistance to the City Council, Planning Commission and Architectural Board of Review re- garding the physical development of the City; Assist in implementing the General Plan and Land Use Management Code; Develop "precise plans", capital improvement programs, and departmental budgets; Supervise Planning Department personnel; Insure compliance with the California Environmental Quality Act (CEQA); Work closely with project proponents to insure that goals, policies, and objectives of the General Plan are embodied in their projects; Insure compliance with land use regulations through a land use enforcement program; Perform site plan reviews; Promote understanding of the General Plan and City activities. Desirable Qualifications Knowledge of: The theory, principles, and practices of public planning and land use regulation; California State Legislation which pertains to planning, zoning, and land use control including the State Planning Act, CEQA, and the Subdivision Map Act; Basic marketing, financing, and procedures used by private enterprise in the housing market. Ability to: Interpret, revise, and administer a sound planning pro- gram for the City; Understand, coordinate, and direct the work of others; Speak effectively in public; -i- 356 Ability to: (Continued) Establish and maintain effective relationships with public groups, organizations, and City department heads; Work under pressure and meet deadlines; Work on many projects at one time and be highly adaptable; Perform, or administer and evaluate contracts for, environmental impact report studies; Prepare scope of work and evaluate proposals for various projects. Familiarity with: "Environmental constraints" approach to planning; Urban design concepts and architectural principles; Latest trends, theories, and court decisions pertaining to "growth management." Experience and Education: Three years of planning experience and substantial administrative experience, and a Master's Degree in Planning; or Five years of planning experience and substantial administrative experience, and either an under- graduate degree in a related field or a Certificate of Planning; or Six years of experience, four of which must have been with a planning agency, and substantial administra- tive experience, and an undergraduate degree in a related field.
