RESOLUTION NO. 75-12-17-2
BILINGUAL EDUCATION
A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF SAN JUAN CAPISTRANO, CALIFORNIA, SUPPORT-
ING CONTINUING FEDERAL BILINGUAL EDUCATION
PROGRAM
WHEREAS, on November 18, 1975, President Ford submitted
to Congress a proposed rescission cut of $27.7 million for
Bilingual Education; and
WHEREAS, if the proposed rescissions were to be approved
by Congress, this would sharply reduce the Bilingual Education
Program; and
WHEREAS, this City Council is informed and believes
that Bilingual Education is particularly necessary in the State
of California and that Federal support should continue unabated.
NOW, THEREFORE, BE IT RESOLVED that this City Council
urges the Congress of the United States to reject the proposed
rescission, to enable the Bilingual Education Program to continue
under its original appropriations.
BE IT FURTHER RESOLVED that the City Clerk be and is
hereby directed to send copies of this Resolution to State
legislators and to those agencies designated by the School Board.
PASSED, APPROVED AND ADOPTED this 17th day of December,
1975, by the following vote, to wit:
AYES: Councilmen Byrnes, Heckscher, Nash, Sweeney
and Mayor Weathers
