Resolution Number 75-12-17-1343 RESOLUTION NO. 75-12-17-1 GENERAL PLAN AMENDMENT NO. 75-1 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN JUAN CAPISTRANO, CALIFORNIA, ADOPTING AN AMENDMENT TO THE GENERAL PLAN OF THE CITY OF SAN JUAN CAPISTRANO, DESIGNATED AS AMEND- MENT NO. 75-1 WHEREAS, on August 6, 1975, the City Council initiated the following amendments to the General Plan: 1. A change from Land Use Category 2.0 (General Open Space) to 4.1 (Quasi -Industrial) on Assessor's Parcel No. 675-083-01. 2. The consideration of changes to residential densi- ties in the area bounded by Paseo de la Paz, Del Obispo, Aguacate, and the westerly City boundary. 3. The addition of equestrian trails to the areas described in Item 2 and to an area off Ortega Highway. 4. Various changes to land use designations, density limitations, and circulation systems as they pertain to Assessor's Parcel Nos. 124-240-80, 84, 85. WHEREAS, the environmental impact of each item was assessed in accordance with the California Environmental Quality Act and the EIR Guidelines of the City of San Juan Capistrano, and the following determinations made: 1. Negative Declaration granted on September 30, 1975. 2. Negative Declaration granted on September 22, 1975. 3. Negative Declaration granted on September 17, 1975. 4. Environmental Impact Report required and certified as adequate by the Planning Commission on December 3, 1975; and WHEREAS, a Public Hearing has been properly noticed and held relative to the items under consideration; and WHEREAS, the Planning Commission has, upon due consider- ation of public testimony and the other evidence, recommended appropriate amendments to the General Plan to effectuate the following: 1. A change from 2.0 (General Open Space) to 4.1 (Quasi -Industrial) on Assessor's Parcel No. 675-083-01. 2. A change from 1.1 (Very Low Density Residential) to 1.2 (Low Density Residential) on Assessor's Parcel Nos. 649-082-19, 649-082-20, 649-082-21, and a portion of 649-091-11. 3. The addition of equestrian trails to the Equestrian and Hiking Trail System of the Parks and Recreation Element as shown on Exhibit No. 1. 4. Designation of slide areas as moderate risk areas on the Geotechnical Land Use Capabilities Map in the Seismic Safety Element. -1- 344 In the Circulation Element, combine Junipero Serra and Horno Roads into a single corridor and delete all other raods which traverse the property. Amend the Land Use Element and Composite Land Use Map to reflect land use designations and guidelines as shown and expressed in Exhibit No. 2. WHEREAS, the aforesaid Amendments have been transmitted from the Planning Commission to the City Council for approval; and WHEREAS, the City Council has, upon a Public Hearing duly had and held, found and determined that the Amendments as recommended by the Planning Commission are meritorious and will better promote the objectives and goals of the General Plan of the City of San Juan Capistrano. NOW, THEREFORE, BE IT RESOLVED that the Amendments to the General Plan as hereinabove set forth be and are hereby approved and adopted.
