Resolution Number 75-4-2-4RESOLUTION NO. 75-4-2-4 ORTEGA HIGHWAY ACTION PROGRAM A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN JUAN CAPISTRANO, CALIFORNIA, URGING STATE, COUNTY, AND LOCAL ACTION TO ACCELERATE IMPROVEMENT TO THE ORTEGA HIGHWAY WHEREAS, increased use of Ortega Highway within the City of San Juan Capistrano has intensified an existing danger to the health, safety, and general welfare of both residents and visitors to the community; and WHEREAS, the California State Department of Trans- portation (CALTRANS) is planning substantial improvements to Ortega Highway; and WHEREAS, the hazard on Ortega Highway will worsen during the next year because of: 1. Increased commercial sand and gravel truck usage related to intensified operations east of the City; 2. Increased recreational traffic related to ex- panding facilities at Caspers Park, a regional recreation park east of the City; 3. The addition of commercial and private refuse traffic with the opening of a Regional Landfill Facility which will take access at the easterly border of the City; and 4. The addition of increased local traffic due to the construction of a mobile home park and residential sub- division along the Ortega Highway, within the City; and WHEREAS, because of the current alignment and lack of proper improvements the Ortega Highway has been and is the scene of numerous traffic accidents; and WHEREAS, immediate improvements to the Ortega High- way are necessary for the public safety and safe and expeditious movement of traffic. NOW, THEREFORE, BE IT RESOLVED, that the City of San Juan Capistrano strongly urges local, County, and State action in order to expedite improvement to the Ortega Highway and to take measures to create a more safe condition on the Ortega Highway. Such actions should include: 1. Petitioning CALTRANS to accelerate the Environ- mental Impact Review process for improvement of Ortega Highway; 2. Offering direct assistance to CALTRANS in the preparation and review of the Environmental Impact Report; 3. Seeking assistance from State Senator Dennis E. Carpenter and State Assemblyman Robert E. Badham to insure that funds are available for right-of-way acquisition and construc- tion as soon as administrative requirements are met; 4. Urging the California Highway Patrol and County Sheriff to intensify traffic patrol and enforcement on the Ortega Highway, particularly during periods of high accident occurrence; 5. The posting of appropriate warning and traffic advisory signs identifying hazardous areas on the Ortega High- way; and -1- X22 6. Assisting the Capistrano Unified School District in identifying and correcting existing problems relating to the pickup and delivery of school children along the Ortega Highway. BE IT FURTHER RESOLVED, that the Clerk be, and is hereby authorized and directed to forward this Resolution to State Senator Dennis E. Carpenter, State Assemblyman Robert E. Badham, CALTRANS, Orange County Board of Supervisors, Orange County Environmental Management Agency, and the Capistrano Unified School District.
