PRIMA DESHECHA ACCESS ROUTE MITIGATION MEASURES
A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF SAN JUAN CAPISTRANO, CALIFORNIA, URGING
THE COUNTY OF ORANGE TO CONSIDER MITIGATION
MEASURES PERTAINING TO AN ACCESS ROUTE TO
PRIMA DESHECHA CANADA
WHEREAS, the route of La Pata has been selected by
the Orange County Board of Supervisors as the access for Prima
Deshecha Canada; and
WHEREAS, Prima Deshecha Canada will provide an area
which may be used for equestrian related and other recreational
pursuits; and
WHEREAS, projected uses within Prima Deshecha Canada
will draw significant numbers of visitors from throughout the
region; and
WHEREAS, the appearance of the access route and its
immediate environment should be treated with great considera-
tion for aesthetic values.
NOW, THEREFORE, BE IT RESOLVED, that the City of San
Juan Capistrano strongly urges the County of Orange to consider
the following mitigation measures in providing access to Prima
Deshecha Canada:
1. That extensive landscaping be provided where La
Pata intersects Ortega Highway;
2. That landscaping and irrigation systems be placed
on the northerly and westerly faces of cut and fill slopes from
Ortega Highway to Station 80+00, including the planting of trees
downslope of the roadway;
3. That variable slopes and vertical curves at slope
plane intersections be used in order to soften the visual
impact of major land alterations;
4. That provisions be made to provide equestrian
access from San Juan Creek to Prima Deshecha Canada.
BE IT FURTHER RESOLVED, that the City of San Juan
Capistrano requests that the County of Orange require an inde-
pendent report by the Environmental Services Section of the
Environmental Management Agency in order to identify impacts and other
viable mitigation measures which may be applied to the construc-
tion of the access route.
BE IT FURTHER RESOLVED, that Resolution 73-10-29-1 of
the City Council of San Juan Capistrano is hereby rescinded.
BE IT FURTHER RESOLVED, that the Clerk be, and is
hereby authorized and directed to forward this Resolution to
the Orange County Board of Supervisors and the Orange County
Environmental Management Agency.
