Resolution Number 76-7-21-9RESOLUTION NO. 76-7-21-9 USE OF CITY COUNCIL CHAMBER A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN JUAN CAPISTRANO, CALIFORNIA, ADOPTING REGULATIONS FOR THE USE OF THE CITY COUNCIL CHAMBER AND RESCINDING RESOLUTION NO. 73-3-12-6 .15 99 WHEREAS, this City Council has found and determined that, from time to time, various citizen and community organiza- tions, and groups, in the City of San Juan Capistrano are in need of a meeting place; and WHEREAS, this Council further finds that it is in the best public interest to make the Council Chamber available to such groups. NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of San Juan Capistrano that the following rules and regulations be and are hereby adopted to regulate and control use of the Council Chamber by citizens and community organizations and groups in the City of San Juan Capistrano: 1. The City Council Chamber is found to be the only adequate meeting place in City offices for community groups to use for general meetings. All other space in the City offices, because of location, size and security is not available for citizens' meetings where no City officer or employee is present. 2. The intended use of the Council Chamber for private groups is for general assembly meetings only. No special activities such as entertainment, food serving, dancing, commer- cial or profit making activities are considered eligible. 3. The Council Chamber shall not be available for use by private citizen groups on Saturdays or Sundays or any earlier than 7:00 P.M. nor later than 12 midnight. Private meetings may not preempt scheduled or unscheduled meetings of the City Council, its commissions, committees, staff or other Council authorized activities related to municipal affairs. 4. There shall be no use of City equipment, machinery or supplies by private citizen groups while meeting in the Council Chamber other than the use of the sound system when arranged for in advance. 5. To recover minimal expenses for making City office facilities available to private citizen groups, a fee of $10 per hour shall be charged and an additional $5 per hour charged for the use of the sound system. Presence of a City employee during meetings of private groups where no employee or City officer is present will be mandatory. 6. The use of the City Council Chamber by any non- governmental organization or by any outside agency shall be coordinated and administered by the Office of the City Clerk. BE IT FURTHER RESOLVED that Resolution No. 73-3-12-6 be and is hereby rescinded.
