RESOLUTION NO. 78-7-5-1
COMMEMORATING C. RUSSELL COOK
A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF SAN JUAN CAPISTRANO, CALIFORNIA, COMMEMORATING
C. RUSSELL COOK
WHEREAS, C. Russell Cook was born in San Juan Capistrano
on April 29, 1894, and was a life-long resident of the community
until his death on June 20, 1978; and,
WHEREAS, C. Russell Cook was a descendant of a
Capistrano Valley pioneer family, and took an active role in
the history of San Juan Capistrano's development as a small
farming community and later as an incorporated City; and,
WHEREAS, C. Russell Cook demonstrated capable
leadership and civic pride by his participation in many civic
and philanthropic organizations including the Rotary Club
which he joined in 1937 and the Boy Scouts of America for
which he founded the local Boy Scout Troop No. 12; and,
WHEREAS, C. Russell Cook also helped organize the
City's first fire department, was active in the founding of the
local Presbyterian Church, and served as president of two local
water companies; and,
WHEREAS, after the incorporation of San Juan Capistrano
as a City, C. Russell Cook was appointed as a member of the first
Planning Commission on May 29, 1961, and served for 10 years until
June 15, 1971, during which time he acted as Chairman for 8 years
and Vice -Chairman for 2 years; and,
WHEREAS, on September 21, 1975, the City of San Juan
Capistrano dedicated the C. Russell Cook Park to commemorate his
many valuable and lasting contributions to the community; and,
WHEREAS, the community of San Juan Capistrano is
deeply saddened by his recent death, but knows that C. Russell
Cook will be long remembered as a generous humanitarian, dedicated
civic leader, and beloved friend.
NOW, THEREFORE BE IT RESOLVED that the City Council of
the City of San Juan Capistrano does hereby give posthumous
recognition in honor of C. Russell Cook for his countless con-
tributions to the community and his lifelong service to others.
PASSED, APPROVED AND ADOPTED this 5th day of
July , 1978 , by the following vote, to wit:
