RESOLUTION NO. 79-5-16-1
URGING AN EQUITABLE SOLUTION TO THE GASOLINE CRISIS
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN
JUAN CAPISTRANO, CALIFORNIA, URGING AN EQUITABLE
SOLUTION TO THE GASOLINE CRISIS
WHEREAS, the current gas crisis has created a distressing
and unpleasant situation where motorists are required to wait in
long lines up to two hours or longer to get gasoline for their
automobiles, causing a major disruption and disturbance to the
economic and social lifestyle of California; and,
WHEREAS, the odd -even gas plan has not alleviated the
long lines because many gas stations are closed completely or are
only open for short periods of time during the day, due to restricted
gasoline allocations; and,
WHEREAS, gasoline allocations are based on past consumption
in regional areas, which is totally unfair to Southern California
in general and South Orange County in particular for the following
reasons:
1. Orange County is growing in population at a
faster rate than any other area of the United
States;
2. The majority of citizens live in suburban areas
and drive long distances to the urban centers
for employment purposes;
3. There is a lack of public transportation in
Southern California; and, therefore, the
automobile is the only reliable and practical
mode of transportation.
WHEREAS, the unilateral action to reduce gasoline
allocations has been taken with no prior notice to local public
officials, consumers, or independent gas station owners, and has
caused a general suspicion as to the motives and reasons behind
the gas shortages, as well as a growing tension and animosity
among the population for the unexplained shortages; and,
WHEREAS, the alleviation of the gas crisis should be
the number one priority of every elected official who is concerned
with the health, welfare, and safety of the public, and the
economy of the nation.
NOW, THEREFORE, BE IT RESOLVED that the City Council of
the City of San Juan Capistrano does hereby urge the Governor of
the State of California, the California House and Senate delegation,
and all local elected officials to work toward a fair and equitable
solution to the gasoline crisis which will not deprive automobile
owners of the use of their vehicles or adversely impact the
consumer public.
BE IT FURTHER RESOLVED that the City Clerk of the City
of San Juan Capistrano is hereby directed to forward copies of
this Resolution to the Governor of the State of California and to
representatives of the United States Congress and the Orange County
Board of Supervisors.
